Study Of Chiese Characteristics New-style Industrialization Industrial Policy

Over the past half-century, great achievements have been made in Chinese industrialization, industry is turn into leading factor of national economy, and industrialization become the core and foundation of economic modernization. But on the contrary, China is still at medium stage of industrialization on the whole, which can be shown by the conspicuous contradiction of dual-structure, the bad competitiveness of industrial structure, the low levels of agricultural modernization, urbanization, service, trade industry, the technological levels of industry, as well as manufacturing industry. If we can not drastically improve those situations, the adjustment of the whole industry structure and the transformation of economic development mode will be seriously restricted, and our economic modernization will be endless.The intention of the research on industrial economy is helping us to accurately command the regulations and the development trend of industrialization, on which a scientific and perspective industrial policy should based. At present, on the whole, our industrialization is on the pivotal phase, New-style Industrialization which is mentioned in the report of the16th Representative Conference of CPC is the only choice. So, there are not only important theoretical meanings, but also a practical guideline to build our rich and harmonizing society in studying New-style Industrialization policies, which is this paper want to analyze and discuss.Based on background, features and relevant major problem of New-style Industrialization, this paper pay attention to the formulation implementation、 adjustment and evaluation of industrial policy, and point out that we should accelerate the establishment of a New-style Industrialization policy system, which should provide guarantee to New-style Industrialization strategy.According to the practice of industrialization, this paper brings forward "five-must" and "five-matching"."five-must" indicate that the formulation, implementation, adjustment and evaluation of industrial policy must accommodated to the regular of economic development, must accommodated to the tendency of industrial upgrading, must accommodated to technology innovation, must accommodated to the harmony of district development, must accommodated to the sustainable development of ecological environment. Homoplastically,"five-matching" indicate that the formulation, implementation, adjustment and evaluation of industrial policy must match the economic development, the industrial upgrading, the technology innovation, the district development and the sustainable development.Summarily, the main contents of this dissertation are as follows:First of all, based on comb and contrast all the industrial policy about New-style Industrialization, this paper systematically studies the background, strategic significance and key points of the industrial policy, and according to Policy objectives, content, policy means, the subject of policy implementation object and policy effect evaluation, etc, this paper point out that we should construct a New-style Industrialization policy system. Specifically, on the content of the industrial policy, this paper breaks through the restrict of past industrialization policy research which pay no attention to the industrial talent policy and industrial law, industrial cluster policy and industrial environment policy, and on the realization forms of the industrial policy, base on three categories of industrial division (industry encouraged, restricted classes and eliminate classes), this paper respectively researched the industrial structure policies, industrial organization policy, industrial technology policy, industry distribution policy.Secondly, this paper demonstrates and analyzes some important theoretical conundrum about Industrialization, and indicates that if material could become "resources" depends on the need of the industrial technical and the industrial development, and emphasizes the role of Industrialization in protecting and improving human living environment, in solving the employment, and in improving the livelihood of the people.Thirdly, based on comprehensive analysis on the complex situation of ours modernization, and aiming at the new request of the New-style Industrialization, this paper indicates many idiographic measure to how to construct flexible and efficient new industrialization industrial policy system, and how to strengthen the initiative, pertinence and effectiveness of industry regulation. For example, we can adjust national and regional development strategies, and adopt combination of differential policy to emphatically develop advantageous industries, accelerate the nurture of the strategic emerging industries and the washing out of backward productivity. To achieve the policy objective of adjusting structure, transforming pattern, insuring employment and promoting development, we can also accelerate the combination of the industrialization and information, actively promote the combination of the new industrialization, the emerging urbanization and the agricultural modernization.Fourthly, based on many years research and working practice of the author, this paper indicates that the emphasis of industrial innovation is industrial structure adjustment. Specific content need to be adjust include sector structure, organization structure, layout structure, technical structure, the investment structure, trade structure and the structure of talents, etc. On the other hand, the emphases of economic development is the essential transform in Industrial economic development pattern, industrial management mode, industrial operation mode, resource allocation method etc, all should transform themselves form vulgar into managing, from Inefficient into efficient, from single into sustainable. Simultaneously this paper indicates that the purpose of the industrial structure adjustment is to provide efficient industry carrier systems for resources optimization allocation. The author emphasize that the core of the transformation of economic development pattern is the transformation of the industry construct pattern, and the transformation of the industry construct pattern should focus on optimizing layout pattern, combining pattern of technology and production, relating pattern, and maximize efficiency of the resource allocation by means of the transformation of resource allocation pattern.Lastly, based on the analysis of diversiform industry policy constituted to accelerate the development of New-style Industrialization in the Tenth Five-year Plan, and the analysis of the effect of the industry policy, combining the practical need of the New-style Industrialization, this paper indicated that we should centering on the adjustment of industrial structure,(including industrial structure, organization structure, regional layout structure, technical structure, the investment structure, trade structure, structure of talents, etc.) and the transformation of industrial economic development pattern,(including management pattern operation pattern and resource allocation pattern etc) and synthetically manage diversified policy tools, including Economic, political, legal and other means, etc, actively construct Chinese characteristic new industrialization industrial policy system. All of the explorations will provide strong theoretical basis and decision-making reference for the constitution of the industry policy in the twelfth Five-year Plan.
