Realizing Common prosperity is essentially required by socialism and taken as thefoundation of constructing socialist society. The idea of common prosperity is animportant part in both the theory and practice of building socialism with Chinesecharacters. The Communist Party of China is committed to leading the Chinesepeople to achieve common prosperity since its founding. We have made tremendousprogress in achieving common prosperity in the process of uniting and leading thepeople of all nationalities, particularly since the reform and opening up. However, forvarious reasons, a number of problems remain to affect the smooth realization ofcommon prosperity. Therefore, under the guidance of Marxism, we should fullyinvestigate the theory and practice of achieving common prosperity in China andexplore the path to achieve common prosperity at the present stage. It will be oftheoretical and practical significance to deepen our understanding of theories ofsocialism with Chinese characteristics and promote a sound development of achievingcommon prosperity.The dissertation includes six chapters.Chapter one outlines the basic theory of common prosperity. Firstly, it definesthe connotation of common prosperity. Secondly, it discusses the ideologicalfoundation of common prosperity. Thirdly, it points out the significance of achievingcommon prosperity in China at the present stage, such as the essential requirement ofsocialism, the desirability of sound economic development, the premise of socialharmony and stability, and the basic insurance of consolidating the foundation of ourParty’s governance.Chapter two comprehensively examines the exploratory course in which CPChave led Chinese people to strive for common prosperity for more than ninety years.It analyzes the explorations by CPC in different period marked by the founding ofNew China and the reform and opening up. During the period of new-democraticrevolution, the CPC set the goal of achieving common prosperity and its groundworkwas laid after the realization of national independence and people’s liberation byoverthrowing the old society and establishing a new regime. During the first30yearsafter the founding of New China, the institutional basis was provided to achievecommon prosperity by socialist revolution. But the productive force didn’t get long-term development except for common poverty because of unrealistic policy forproductivity due to blind optimism and excessive desire for success. Since the reformand opening up, our party has formulated a series of realistic policies and measuresbased on the actual national conditions in the primary stage of socialism, and thusstimulated the people’s initiative to create social wealth and rapid economicdevelopment. Absolute poverty was effectively alleviated, but it is an unprecedentedtask in achieving common prosperity to solve the problem of relative poverty whichhas the characteristic of expanding gap between rich and poor.Chapter three analyzes the status quo of achieving common prosperity in ourcountry at the present stage. According to a large mount of date and material, it makesa rounded analysis of the achievements and problems in achieving common prosperitysince the beginning of the reform and opening up and also makes an analysis of thecauses of the problem. Since the adoption of the reform and opening up policy, Chinahas scored achievements that attract world attention in the process of pursuingcommon prosperity, such as the constant improvement in people’s living standards,the remarkably enhanced national economic strength and the increased vitality increating social wealth. But many problems still exist at the same time, such asinsufficient richness, excessive disparities in wealth, low psychological identity incommon prosperity. Lots of causes attributes to these problems, including historical,institutional and social transforming ones.Chapter four gives an exposition of the path to the material base consolidation inthe course of chasing common prosperity at the present stage. Since abundant materialwealth is a prerequisite for realizing common prosperity and satisfying people’s needfor material wealth, productivity must be taken as the foundation and raised to certainstage, correspondently, common prosperity must reach certain stage as well with itsdeveloping. Considering the situation that the current productivity in our country isnot very high, we must focus on economic construction and continuously release anddevelop our productive forces. Only by this can we further strengthen the materialbase for common prosperity. We should maintain vigor and efficiency to promote thequality of our country’s economic development and readjust the economic structureand developing pattern in order to keep the economic development well and fast.Chapter five expounds the path of holding to the public ownership of the meansof production. Allocation of production conditions determines the distribution of the fruits of production. The gap between rich and poor is widening and even polarizingunder the condition of private ownership of the means of production while commonprosperity will be realized under the condition of public ownership. When theproductivity develops into certain stage, common prosperity can only be achieved bykeeping to the dominant position of the public ownership. To implement it in theprimary stage of socialism and under the condition of socialist market economy, weshould persist in taking the public ownership as the mainstay while encourage adiversity of its realization form, achieve value insurance and appreciation ofstate-owned assets and share the fruits of public-owned economy in the development.Chapter six discourses the path of reforming and perfecting distribution system.Material wealth is always allocated through a certain way in order to realize thepossession of it after it has been produced. As the concrete forms of distributionrelations, distribution system impacts the realization of common prosperity directly. Inthe condition of the socialist market economy, there are three levels of distributionsystem: the market-oriented primary distribution, the government-orientedredistribution and the society-oriented third distribution. At present, a series ofproblems exist in the distribution system, affecting the rational allocation of wealthand interfering with the realization of common prosperity. In order to promote a sounddevelopment of achieving common prosperity, we should adopt effective measures toimprove the distribution system and take efforts to solve the outstanding issues in thedistribution field.
