Farming-Pastoral Transitional Zone in Innermengolia is not only a place which gathers various minority groups but also a district whose economy needs developing. More over it is an essential green ecological protective screen with great importance of ecological function and strategy. As affected by nature and human, the ecosystem here is fragile. Therefore it is hard to make the limited natural source supply to meet the unlimited demand from increasing economy. This leads to ecosystem destructions, poverty and social development backwards also makes it a area with fragile ecosystem as well as poverty. For a long time, many researchers focus on finding a way to break the bad circle of bad ecosystem, poverty and social contradiction. County is a good sample when one wants to observe and analyze how human society develops, how economic structure and nature ecology change. So Huade county, a typical farming-pastoral transitional zone in innermengolia, is selected here as the sample for our example analysis. Ecological Footprint Model will be used to analyze the sustainable development of the ecology, economy and social system in such a small space. By analyzing the typical sample, we are going to know and gather problems, controdictions and inner developing rules between economic system and its subsystem, so as to prove that ecological economy is the best model and way to realize sustainable development of economic society in the perspective of inner system of farming-pastoral transitional zone’s eocological economic system.Guided by ecological economy theory, theories of regional economic, system economic, econometrics, system dynamic, ethnology and physical geography will be comprehensively used to analyze the problems of ecological economic system, to solve contradictions of economic system, social system and ecosystem. Base on combination route of ecosystem, economic system and social system, also distribution and differences of local sources, we are going to design the right ecological economic model for Huade county. Hoping that Huade county could realize sustainable development of ecological economic system by optimizing developing route of ecological economic model and getting relative support policy.The first part is introduction. It is the base of this paper. Here we introduce both domestic and abroad researches and point out research range, method, concept and technology route. According to the situation of farming-pastoral transitional zone in Huade, ecological economic theory and coupling system are used to systematically analyze the organic combination of zone, ecological economic coupling system and ecological economic model. The research subject is not restricted to plant producing system and animal producing system but expand to farming-pastoral system, service system, industry system, as well as functions and coupling structures of those systems. Prorate economic model will be chosen according to the various characteristics of regions. Goverments, companies and farmers all will be included in the farming-pastoral transitional zone’s ecological economic coupling system. To make up for the current research, profit realization of economic subject will also be included in ecological economic model’s security system.In second chapter, we analyze problems, contradictions and inner developing rules of local ecological economic system. Then we point out how to develop ecological economy with coupling system. Base on the location, resources and ecological economy status, we compare ecological footprint with ecological capacity using the ecological footprint model to evaluate the sustainable development of local ecological economic system. The evaluation result will help us to show the fragile local nature environment, overused resources, unbalanced development and ecology. With the result we are going to analyze the following factors’influences. They are climate changes, water falls, government focusing on GDP, corporate and farmers’motives, formal system and informal system. After those analyses, it will be pointed out that through developing ecological economy with coupling system, Huade county can walk out from the vicious circle of fragile environment, poverty and social problems.In the third part, by using the theory and method mentioned above, we will analyze the coupling state of current ecosystem, economic system and social system in Huade. Relative assessment indicators will be selected, coupling degree model and coupling coordination degree model and AHP will be used to measure the coupling degree. To help optimize the coupling method and create ecological economic model, regression forecast and trend projection will be explored.In the forth chapter, three models will be developed based on the third chapter. The models are regional ecological economic model with space coupling,industry ecological economic model with coupling of farming-pastoral transitional zone, company ecological economic model with sequential coupling. Under each model, there is specific practical model designed for the actual situations in Huade to help couple the ecological economic system, commodity flows, money flows, information flows, populations and species.In the fifth chapter, system dynamic SD model will be used to optimize and imitate Huade ecological economic model. Considering about the situation of local county economy and land usage, it is suggested to transfer lands faster, use the land more scientifically, then to realize scale running of ecological economy. The traditional industry should be improved, ecological industry be developed, industry value chain be expanded to stimulate coupling of substances. Ecological town and industry should be built to help ecological economy space and industry coupling. Based on those, we compare the original ecological economy plan with optimized ecological economy to predict the effect of optimized ecological economy.In the sixth chapter, we will give some measures to deal with problems of ecological economic system and its optimizing in the perspective of government, companies and farmers. It will be emphasized that ecological economic model is a reform of the traditional economic model. If we want to realize the balance of county economy, social system and ecosystem, we need not only to guide the system, renovate technology, but also optimize relative services then we could keep the balance of economic subject profit, regional ecological benefit and social benefit.
