Increasing the socio-economic development and raising the happiness index of life wererefocused in18th CPC National Congress.The highway network is the basic physics oftransport facilities, and as the most important supporters to promote the development ofproductivity and to ensure people’s livelihood, the level of development of the regionaltransport is determined by the highway network development level. Highway networkplanning schedules the construction and development of the road network in the comingperiod, and is a means of a resource allocation and regional regulatory. After a long period ofdevelopment, highway network planning gradually formed into a system of methods andtechniques, and it plays an important role in the socio-economic development andtransportation. However, with the development of the socio-economic, difficulties that thehighway network planning faced is beyond the range that can be solved by technology. Thetendency of government interests in the highway network planning magnify is increasing allthe time. If we can’t identify the highway network planning objectives, characteristics, roleidentification, can’t institutionally constraining government behavior, laissez-fairegovernment chase self-interest, the highway network planning will gradually deviate from itsoriginal goals, and it may cause damage to the public interest.Existing highway network planning pays too much attention to the technical details, butpay little attention to the essence principle of the highway network planning and the role ofgovernment,regularize behavior. The neglect of highway network planning top-level designmay take irreversible negative impact. So this paper is not trying to focus on the technicaldetails of the highway network planning, but trying to review the essence of the highwaynetwork planning, the role of the government’s behavior and the institutional constraints, andthe public interest goal-oriented planning model for highway network systemly, in order todesign a more top-level theory and method system of the highway network planning.This thesis takes a comprehensive use of transportation, regional economics, governmenteconomics and other related disciplines theoretical methods to explore the essence of highwaynetwork planning, the target, the role of the government. Based on these analysis above, thisdissertation analyze the government action in the highway network planning and the public interests, learn from the international experience of the highway network planning systemconstraints, it tries to construct a institutional constraints of the highway network planning,and finally it puts forward a model of highway network planning methods in the publicinterest goal-oriented. This dissertation tries to provide a basic framework to regulategovernment behavior, constuct institutional constraints, and promote the development andimprovement of the highway network planning.The main contributions of the thesis are as follows:(1) The innovation of planning study. Different from the past study which paied moreattention to the technical methods in highway network planning, this dissertation focus on theexposition of the essential, of the target, of the role of the government in the highwaynetwork planning. Introducing the Government Economics, it analyzes the governmentbenefits demand in the highway network planning, try to understand the impulse behavior ofthe government in highway network planning, so that to propose constraint system to normgovernment action in the highway network planning, make up the lack of focusing ontechnical methods and models in highway road network planning.(2) Innovationof planning constraint mechanism. In order to regulate the behavior of thegovernment in highway network planning,understanding the interests of the government inthe highway network planning, this paper puts forward that the propulsion highwaynetwork planning laws and regulations system, constructing highway network planningevaluation system, building planning evaluation mechanism, accountability mechanism,public participation system, so to formate multiple constraint mechanism that variousparticipation include government department, the examination and approval organization,and constraits the planning process setting system, planning formation system, planningexamination and approval system, and at the same time accept the planning assessmentmechanism, the constraint of the responsibility, in order to form effective highway networkplanning multiple constraint mechanism to promote the standardization of the highwaynetwork planning, scientific.(3) Innovation of Planning method. According to three layer of highway networkplanning target, under the principle of quantified, operation, data available, this paper putsforward that the highway network planning "four factor" for the planning basis: network construction cost, network transport cost, network use efficiency and network occupation costof land, through the pursuit of four factor overall optimal to pursue highway networkplanning to achieve the goal of public interests. Combined with "four factor" rolerelationship, the paper build up bi-level programming model for network planningimplementation, and developed highway network planning of the genetic algorithm combinedwith Monte Carlo simulation of the network planning algorithm.
