Study On Highway Transportation Statistics System And Methods

The highway transportation statistics takes the highway transportation operation status, the connection of the achievement and national economics as the research object, which is the powerful support of its management and the decision-making of regulative control. The fast development of highway transportation in China has played an important role, which is promoting the development of national social economy, guiding the regional industry arrangement and population distribution, completing the development of urban system. But corresponding with the fast development of highway transportation, the highway transportation statistics of our country lags behind the need of practicing development all the time. Because lack of basic data of highway transportation, which brings a great deal of adverse effects on the whole planning, management, policy-making and the reasonable localization and so on of the highway transportation. In order to adapt in industrial promotion and development in the highway transportation of our country, and make the highway transportation reflect to the information and the decision support on development of highway transportation, the author thinks that it should be studied urgently and systematically.The highway transportation statistics use appropriate statistical theory suitable and technological method, to reflecting data such as the quantity, scale, speed, development level, economic efficiency of the highway transportation by collected, sorted out, analyzed and studied, which are the social economy statistics important component. The research of the highway transportation statistics focus on designing the transportation statistical subject and method system which are suitable for our country's management practice of highway transportation , then carry on counting and analysis on the total amount and the internal characteristic to the operation state of highway transportation, producing achievement, transportation and economy and so on, offering the data support for the development of the highway and comprehensive transportation system.The paper is based on the all-round way improvement of our country's present highway transportation statistics, and trying to set up the highway transportation statistics system which is adapt to our country's highway transportation development. On the research method approach, the paper adopts combining of the theoretical research and the positive research, the qualitative analysis and the quantitative analysis, the system analysis, the comparative analysis method. On the research thinking approach, the paper based on the progress of international and domestic research, took comparison of the present highway transportation situation of China and the international as the breakthrough point, analyzed the information demand under the new times background from respects such as demand body, demand content, demand project and so on, combined the existing highway transportation statistics project, designed the three major statistics projects like the highway transportation statistics of whole society, the highway alignment transportation statistics and the regional transportation statistics, and enriched the corresponding statistics index to improve the highway transportation statistics. In this foundation, this paper takes research on the division of transport economic area in order to carry on the expression of the geographical data of highway transportation.Through research, this paper construct the system in highway transportation including the whole society highway transportation statistics, highway circuit transport statistics, and the highway regional transporting statistics project inside. Except for the statistics of the traditional regular content in described project above, the paper also expands the content of statistics, carries on the relevant statistics of geographical information and the transportation target's characteristic; in the meantime, external information count has been carried in the monthly sample investigation scheme of traditional highway transportation statistics. Among concrete statistics technical research, it makes systematic discussion about some technological details of sample method, data counting, and technology index and so on. For the division of transport economic area, the paper adopts the analytical method, main composition analytic approach, cluster analytic approach and so on to divide our country into seven major economic transportation region such as the northeast, north China, east China, central China, south China, southwest, and northwest in order to carry on the expression of the geographical information of highway transportation.
