The Research On The Modern China’s Honest Government Cultural Construction

Since the reform and opening up to the outside world, much achievement has been made in China’s socialism modernization construction. In pace with institutional and social transition, profound changes have taken place in social structure, fundamental social relationship. During this process, people are eager to bring out their pent-up initiative, creativity and economic vitality, which directly or indirectly leads to the prevalence of corruption and other negative phenomena. Therefore, we much strengthen honest government culture construction under new and challenging circumstances. It is theoretically and practically important as it is conducive to stick to the common ideal of socialism with Chinese characteristics, enhance the Party’s administration capability and advanced construction, improve communists’ immunity against corruption and peaceful evolution. In this way, the anti-corruption awareness and the ideological and cultural atmosphere of being proud of honest while being shamed of corruption can be well embedded in the whole society.In the paper, documentary research, systematic analysis, and the combination of history and reality, as well as the combination of the theory and the practice have been applied to study vital problems relevant to the construction of modern Chinese honest government culture. First, a systematic research is made into the ideological origins of modern Chinese honest government culture construction. Based on this, the author relied on the theoretical framework of honest government construction and honest government culture construction to identify the concepts of honest government, honest government construction, honest government culture and honest government culture construction and clarify their inter-relationship. Then the author presented the national and international challenges and opportunities that may exist in honest government culture construction. And the author proposed five major strategies for modern Chinese honest government culture construction in light of strategic intension, theoretical construction, ethics, institutional construction and practical function. Secondly, through integral and systematic analysis of the six components of honest government culture, the author initially built up a framework for the holistic honest government culture construction. The six components refer to objective and requirement, fundamental principles, contents, cognitive way, communication channels and operational mechanism. Having made thorough research into the guiding principle and objective, requirement, the author proposed five basic principles for honest government culture construction to follow, and highlighted the four issues in practice. In this way, the author outlined the main contents of modern honest government culture construction in China, that’s, the spiritual, material and standardized honest government culture construction. To follow the group-level analysis of honest government culture construction, the author proposed the macro and micro cognitive approaches towards establishing honest government culture values. The focus of the analysis was placed on the four communication channels of honest government culture construction, namely, family education, school education, peer influence and mass media. In line with the practical need for honest government culture construction, the author proposed the operation mechanisms for honest government culture construction, that’s, social education, democratic supervision, error correction through punishment and institutionalization. Finally, from the perspective of political socialization, the author demonstrated four-dimension problems in subject cognition, practical way, communication channels, and operational mechanism, namely, the degree, validity, scope and depth of honest government culture construction. Then, the author thoroughly analyzed the specific causes of these problems. In the end, the author proposed pertinent practical countermeasures to tackle problems from the perspectives of ideology, methods, channels and institution.
