Research On The Construction Of A Clean Government In The Western Han Dynasty

On the basis of inheriting the culture of honest administration since the Qin Dynasty,the Western Han dynasty adapted to the actual needs of the unification of the country and established a clean government construction system guided by anti-corruption thought,with anti-corruption system as the constraint,and with anti-corruption culture as the guide.In terms of the construction of anti-corruption thought,the western Han dynasty established a set of people-oriented,the rule of morality-based and law-used,advocating thrift,selecting talents and appointing talents as the core of anti-corruption thought system.In the construction of anti-corruption system,based on the supervision culture of the former western Han dynasty,the central supervision system centered on the imperial censor,Si Zhi and Silijiaowei was established,and the local supervision system led by the imperial censor,the secretariat and Du You was established.The earliest local supervision laws and regulations in Chinese history-nine articles on the imperial censor and six articles on the secretariat of the imperial censor were promulgated,and the function of the imperial censor system was emphasized at the same time.While strengthening the supervision culture,the western Han dynasty further strengthened the management system and governance mechanism construction through the system of selecting talents,education examination system of training talents,examination system of assessing achievements and salary system of high salary and good governance.In terms of the construction of anti-corruption culture,the western Han dynasty literature with ballads,dictionaries and memorials as the main genre reflects the anti-corruption status in the western Han dynasty from the perspective of different social strata,and enriches the content of anti-corruption culture in the western Han dynasty.Generally speaking,the construction of western Han dynasty about anti-corruption culture reflects the characteristics of king-oriented,combination of morality and law,exemplary politics and so on,which has important historical enlightenment to the construction of anti-corruption of later generations.
