In the policy of the reform and opening, the pattern of benefits in rural areas have tremendous changes which include the broken of the pattern of benefits distribution of the traditional single centralized,the appearance of the diversity and non-balanced distribution pattern of benefits, a fierce interests of the game engaged in a variety of stakeholders, the occurence of a point of various interests of the rural grassroots party organizations.
