On Innovation Of The Communist Party Of China’s Practice To Keep Flesh-and-Blood Relationship With The Masses

That the Communist Party of China (CPC) has to maintain flesh-and-blood relationship with the masses is determined by the nature of the party,the party’s future and destiny of the decision, of course, is not only a choice of history but also a demand of reality. To keep-and-blood relationship is one of CPC’s three fine style. Historical experience shows that our party has maintained close ties with the masses, has received significant effect. With the constantly development of the reform and opening-up policy, the ruling object and the foundation of the CPC have changed greatly. To keep the party’s flesh-and-blood contacts with the masses and constantly improve the party’s ruling ability has become the acid test for the CPC. In order to strengthen the construction of the working style and behavior of the party, the18th National Congress of the CPC explicitly put forward again that only the CPC is of great power and maintains fresh-and-blood relation with the masses, the country can be stable and prosperous and the masses can be peaceful and happy. It also pointed out that keeping away from the masses would be one of the "Four Risks" in the face of the whole party. Whether the CPC can maintain fresh-and-blood relation with the masses all the time, is not only directly related to the party’s survival, but also related to the success of the socialist cause. To strengthen the research on how to maintain close relation with the masses for the CPC during the pivotal period of building a comprehensive well-off society is not only an important issue in the current academic researches, but also of significant theoretical value and practical applications. In theory, having a deep understanding of the theory about the relationship between Marxism political party and the masses, the essence of the ruling party construction, constantly strengthening the CPC’s flesh-and-blood ties with the masses and exploring effective ways of contacting the masses are of significant academic value. In practice, adhering to the party’s mass line and enhancing the pertinence and effectiveness of the mass work have practical value. The present dissertation will be unfolded with its centre on how to maintain and enhance the flesh-and-blood relationship between the CPC and the masses. The whole dissertation falls into six parts:The first part introduces the basic theory about the relationship between political parties and the masses. The history and realistic connotation of political parties and the masses are firstly presented. Then, in the view of western politics and Marxism, some relevant theories about the masses and political parties are expounded. The purpose of all these endeavors is to lay a theoretical foundation for the analysis of this dissertation.The second part focuses on experiences and enlightenments of foreign parties about dealing with the relations with the masses. From the following three angles:the relation between political party and the masses in western countries, the relation between the communist party and the masses, and the relation between other political parties and the masses, the dissertation makes an elaborating analysis of the relation between parties and the masses in nations with different regions, different political systems. Especially, the relations between Communist Party of the Soviet Union (CPSU), Communist Party of Vietnam (CPV), Communist Party of Cuba (CPC), Communist Party of India (CPI), the People’s Action Party of Singapore (PAPS), Communist Party of Japan (CPJ) and the masses, as well as the ways and methods of dealing with these relations are the major portions of the present study. It is pointed out that the experience of foreign political parties to handle relations with the masses is mainly to fully realize the significant role of contacting the masses, to solve people’s livelihood issue, to strengthen and improve working style construction, and to widen the political participation channels for the masses.The third part is concerned with the formation and historical experience of contacting CPC with the masses. Thoughts of historical figures such as Marx and Engels, Lenin, Mao Zedong, Deng Xiaoping, Jiang Zemin, Hu Jintao and Xi Jinping about maintaining relations with the masses are presented here. Meanwhile, the historical development process of the fresh-and-flood relation between CPC and the masses are discussed as well. Historical experience to maintain close relation with the masses for the CPC is lastly put forward:the CPC has to have a highly motivated historical sense of mission; the CPC must center on serving the people; the CPC must strengthen self-construction as the basic requirement; the CPC must be based on solving people’s actual problems.Part four is about the challenges that the CPC is confronted with. The dissertation analyzes the current situation and the challenges from the perspective of lagging construction of Party members and organization, diversified formation of the masses and the masses’increasing awareness of protecting their own interests.The fifth part is related to some practical innovation and experience innovated by different local parties. In order to adapt to the requirement of the development of socialist marketing economy, to meet the requirement of development of the socialist democracy and the requirement of the ruling mode transformation, innovating the practice of maintain the relation with the masses is in need of. At present, the CPC’s mass work is faced with many problems:lacking of the mass viewpoints; the masses’ emotional indifference; the serious situation of " Four Wind (formalism, bureaucracy, hedonism and extravagancy)"; inappropriate methods to adapt to new changes; and lacking of incentive system. Aiming to solve those problems, party organizations in different regions have found and accumulated much experience and numerous methods. By highlighting some concreting samples, the author puts forward some major experience for the CPC to keep contact with the masses:giving top priority to people’s interest; innovating the concept of mass working and attaching great importance to the method of mass work.The final part puts forward new thoughts and strategies to practice and to innovate the close relationship between the CPC and the masses. Three principles are come up with:the people are the most important; the demand of the people is the uppermost and effectiveness is the highest. The major thoughts and strategies are to strengthen the party members and cadres’ thoughts construction, to integrate the party’s mass work power and to protect the masses’rights and interests.
