Contemporary market economy is considered as the credit economy. Under such circumstances, electronic-commerce, as one of the new things, has brought a lot of opportunities as well as challenges, which will offer broader competitive chances for small and medium-sized enterprises to compete with large enterprises. As an important and effective method to promote small and medium-sized enterprises transform, B2B can widen the domestic and international markets, develop economic benefits and increase market opportunities. On the other hand, the characteristic of E-commerce, such as virtuality and transaction without seeing, owing to which highlights the characteristics of complexities and information dissymmetry in the course of the electronic commerce, has brought a geater credit risk.Just as everyone coin has two sides, electronic commerce has brought a gteater potential business prospects for small and medium-sized enterprises. Meanwhile, the credit risks evolved from the virtuality and openness of the Internet as well as the credit uncertainty of the main bodies in the market, has been becoming the bottleneck problem in the course of its developing. The problem about credit has effected the healthy and rapid development of small and medium-sized enterprises. Up to now, the credit problem of small and medium-sized enterprises has been becoming the bottleneck one. Therefore, a big bulk of small and medium-sized enterprises just has the attitude of waiting and seeing. They dare not to rashly carry out electronic commerce without careful consideration, especially in term of big trade turnover. In fact, it reflects their suspicion about electronic commerce.With the development of the socialist market economy, our country has preliminary set up the credit system. But there are a lot of problems emerging in an endless stream,such as, being indifferent to credit consciousness, being imperfect of credit laws and regulations, being lagging of the development of intermediary organization and being short of credit education and research,etc. All the problems concentrates on the common phenomena of lack of credit in China’s market economy, which has been seriously blocked up the development of our country’s economy. Therefore, it has been an important realistic topic to do research on the construction of Chinese credit system in the circumstances of electronic commerce. It is an effective method to avoid risks to assess the credit of small and medium-sized enterprises, and it is an important guarantee for our country’s market economy to develop sustainedly, stablely and healthily. So, it is of great importance to construct the perfect credit evaluation system under the model of B2B for small and medium-sized enterprises step by step.At present, only small part of B2B websits do have some part of functions of enterprises’credit evaluation. There hasn’t a perfect credit evaluation system under the model of B2B for small and medium-sized enterprises. Although the problem of enterprises’credit evaluation has been more and more paied wide attention to by all the circles of the society, there have’t such kind of reports about the credit evaluation system for small and medium-sized enterprises.In the respect of theory, there are sporadic researches spreading ininternational and domestic literature. It has realistic meaning to help small and medium-sized enterprises to prevent the lack of credit in the trade and to avoid credit risks in China.Under the traditional market economy, there exsit following methods to carry out the credit evaluation for small and medium-sized enterprises,such as BP neural network, ants neural network, analytic hierarchy process etc. those methods have been mature and have been expounded and proved by lots of large-scale credit rating firms. The levels of traditional credit assessment off line can be transformed directly into that of credit assessment of electronic commerce or not, and the choice of B2B facrtors of credit assessment on line as well as the foundation of the model of credit assessment, will affect weather or not to reflect the enterprises’credit level scientifically and comprehensively. That is also the critical point of construction the credit assessement system.My dissertation pays more attention to the enterprises under the B2B circumstances and adopts the method of AHP to determine the layer evaluation index weight. On the basis of two kinds of identity of buyers and sellers, according to the primary requirements of credit assessment for small and medium-sized enterprises, it constructs the credit assessement system of both two sides. At first, it introduces the development and procedure of B2B trade, principally talks about the credit problems nowadays. Then, it analyses the necessity and feasibility to carry on the enterprises’credit evaluation, especially the small and medium-sized enterprises in China. The majority of the websits just simply add or averagy evaluation of estimate and regard it as the proof to judgy its credit quality. However, the credit of enterprises usually includes static credit off line and dynamic credit on line. Therefore, the model of credit evaluation in the dissertation is based on the following two principles:on the one hand, to combine the certification off line and the credit evaluation together; on the other hand, to deal the evaluation of estimate with trusted system according to the enterprises’credit degree and trade amount.We can use e-commerce economics、websit economics、the theory of information asymmetry and game model for reference to analyse the concept the e-commerce credit system, to reseach the credit mechanism and structural problem of e-commerce, and to probe into its theoretical root.Through the absorption of abord experience of the operation of electronic commerce credit system, the dissertation has analysed enterprises’credit evaluation in China. In order to construct the suitable model of credit evaluation system, it is necessary to be required during the course of the development of the Chinese electronic commerce, and therefore, to elaborate the credit contents、the credit environment the function of credit and the mutual relationships in the model. The dissertation adopts the following methods, such as system analysis、 comparative analysis and comprehensive conclusion, etc. Integrate theory with practice. Hope to be realistically helpful in the construction of credit evaluation system of the small and medium-sized enterprises in China to some degree.
