At present, Economy and Society of our country has made remarkable development in accelerating the Reform and Opening-up. Development zone has played an essential role in accelerating the development of reginal economy and it is also an important platform for the development of industrial cluster at home and abroad. However, development areas and suburbs belong to the management system which separates town from country. Although development areas have notable effects on economy, their leading role to suburbs is limited, thus causing the development of urban and rural economy to take on an apparent dual structure. Second, development zone has made a transition from development-oriented to management service-oriented. It has high demand for its matching environment as well as the social development and management. In the government-corporation management mode, development companies can hardly undertake massive management functions although they take the lead in the development of economy. Therefore, it is urgent for the corresponding government agency to assume the responsibility. Third, in the process of urbanization, the former management system which divides the city into urban areas, suburbs and development zones can hardly meet the demand of delicacy management of the city. Due to the relatively rough management style and extensive span of control, there are a lot of blank spots in city management. Fourth, on one hand, with the rapid economic and social growth, there is deficiency of land in development zones. On the other hand, although the land in the suburbs is so vast, the advantage of the suburbs with rich resources has not been brought into full play and the economic and social development has also lagged behind. As a result, it has weaker capacity to promote the development of remote areas within its jurisdiction.In order to solve the problem of theoretical guidance, integration of urban and rural areas, land bottleneck and management system innovation, which affecting the development of the development zone under cumbersome administrative management, Local government have adopted managed mode to promote the construction and development of the development zones, appeared in succession the administrative management system, management mode, collaborative governance mode of multiple hosted mode. However, due to hosted mode to a local government consisting mainly of new practice, theoretical research are lack, practice path is not clear, management system set up core is not clear and the expected development direction is uncertain wait for a variety of problems. Especially at present on different trust governance path and produce the effect of study is almost blank, have not formed a kind of universal practical trusteeship management path.In view of this, it has great significance to do research on institutional guarantee of the construction of china’s development zones with hosted mode. First, this research has guiding significance for the construction and development to follow. Through doing this research, the author attempts to explore the institutional guarantee of hosted mode in development zones and strives to put forward some useful suggestions for promoting rapid development of economy and society, narrowing the gap between rural and urban areas and establishing regional international city. Second, to study the institutional guarantee of the construction of development zones with hosted mode has practical significance for the current government and administrative system reform of development zones. Following the old way without any change can’t meet the demand of the construction of development zones in the new era. Therefore, it is a necessity to explore and find a new approach to combine"the visible hands of government "and "the invisible hands of market" by using the new guarantee system. Third, doing research on institutional guarantee is useful for exploring mechanism of interactive development between a growth pole and surrounding underdeveloped areas. Thus, we can find a new approach in which industry can speed up urbanization, enrich people and increase their income. Last, this study is an attempt to find out a breakthrough of the system bottleneck for western provinces and cities, especially for those underdeveloped areas. And it is also a reference and theoretical guidance for exploring the guarantee system of the construction of development zones.On the basis of political economics, new institutional economics, development economics, public management theory, game theory, in accordance with the economic growth and the management system of the dimension optimization, in order to reduce the business cost as a metric, along the " theoretical analysis-empirical description-policy design " research path, We select the different hosting patterns of the4samples were compared analysis, research their practices of different effects, put forward "1+7" the universal practice value of the trusteeship mode management path, for the next step work has the very strong practical significance and guidance function.There are six chapters in this paper. Introduction is mainly about the introduction of research question, which sets forth the meaning, framework, main content of the research. It also points out the innovation and shortcomings of the dissertation.Chapter One Development zone and hosted mode research status and literature review. The author has looked back on and explained some relevant theories of development zone and those development areas with hosted mode at home and abroad. The paper also gives a fairly comprehensive description of the theoretical basis of development zone and hosted mode, as well as the theories about system innovation.Chapter Two The theoretical basis of development zone and hosted mode. This chapter depicts the connotation and definition of development zone and hosted mode. The author has analyzed and done some research on the economic theoretical basis which has supported the construction of development zones, especially that of development zones with hosted-mode. Meanwhile, the chapter gives a preliminary description of the theoretical basis ofhosted mode.Chapter Three The research on the development process of domestic development zones with hosted mode.In this chapter, the author makes a qualitative analysis of hosted modes of different types adopted by development areas and sums up different modes and ways in different regions of our country The author also analyzes main problems and contradictions about domestic development zones and brings forward the developing direction of development zones with hosted mode and the core of the exploration-"standardization"Management.Chapter Four The analysis of current situation of domestic development zones with hosted mode.The author selects three development zone samples as references. These zones belong to the system of administrative control, entrust management system, association governance mode respectively. The author also compares the economic and social development, corresponding systems and measures in development zones with hosted mode with those of other development zones, thus laying a solid foundation for learning and borrowing advanced systems and experience from different regions.Chapter Five Materialization, an appropriate choice under the system of hosted mode. According to the analysis of the above content, the focus of this chapter is to bring forward a concept that hosted mode helps to bring about the economic growth pole and new developing mode of economy. In this chapter, the author has done research on the necessity of carrying out hosted mode by xizhu ecological tourism experimental plot and deeply analyzed reform innovation of institutional guarantee in the experimental plot with hosted mode. By establishing efficiency targets and corresponding economic growth model in development zones with hosted mode, the author has used the method of combining empirical study and normative research as well as case analyses to explain that adopting corresponding institutional guarantee is consistent with the two dimension and measure analysisChapter Six The conclusion and prospect.This chapter is the summary of the dissertation. First, hosted mode to implement the development zone to avoid normal "expanding circle" the administrative examination and approval procedures for too long and practical choice, is in a short period of time to execute a government to develop the intent of the important way. Second, hosted mode helps to bring about the economic growth pole and new economic developing mode. Obviously, it also functions as a pull factor for regional economy. Third, the development zone with hosted mode is an important means to meet the demands of the new age and break the bottleneck of soil resources and balanced development between regions. This kind of development zone is also an important way for the innovation and development of the western region. Fourth, it is necessary for development zone to implement hosted mode. Whether from the perspective of balanced economic development which includes location environment, the industrial structure and land resources or from that of coordinated development of the society which includes urban and rural integration and the lives of local residents, the analysis shows that it is scientific and feasible to speed up the development of this region and adopt the mode that the experimental plot manages villages and towns.Fifth, the reasonable institutional guarantee with materialization at the core should be established in development zone and It will help to promote the comprehensive, balanced and sustainable economic and social development of the experimental plot. Such a plot will surely become a new growth pole of regional economy. It is forecast that establishing reasonable systems will boost balanced urban and rural development, coordinated development of all regions and high-speed economic development in development zone with hosted mode.The main innovation of this dissertation is as follows. First, the topic is quite innovative. At present, there is no systematical research on institutional guarantee of the construction of china’s development zones with hosted mode at home. Therefore, the research has great significance for the installation of the system in those development zones which will take the same approach next. Second, according to the present situation in china and the actual reality in Kunming, the author has systematically studied the basic models of policy design on the construction of china’s development zones with hosted mode and set up overall related concepts by taking this path of study-theoretical analysis, empirical study and policy design. This research has a display role for people to get to know the advantages and disadvantages of the installation of system in china’s development zones with hosted mode. Third, on the basis of the sufficient study on hosted modes of domestic development zones, the author has compared and analyzed the present situation of Kunming and that of other development zones in china. Furthermore, the development process of development zones in our city has been surveyed and some problems have been found out. Last, from the angle of the system, the author has taken Kunming xizhu ecological tourism experimental plot for example and brought forward a clear approach of the installation of system and countermeasures. It is predicted that the installation of system would contribute to the overall economic and social development of development zones. All in all, the dissertation has considerable realistic significance and it is a guidance for next work and reform of present maladaptive mechanism and system.
