Research On The Modes Of Development And Construction For The New Urban Zone Of Western Coast In Haikou City

In order to speed up the building of a harmonious society in Haikou, promote the process of urbanization, and develop economic fast and smoothly, the city party committee setup the urban development strategy "strong the middle, extend the West, optimize the east, control the east" in the 11th party congress.Haikou will be gradually formed center led, axis radiate, buildup groups urban development patterns. In addition, after many years of construction, the development for old town of Haikou has basically saturated and urgently need of external expansion. Thus, the city party committee and municipal government has decided the important deployment that launch and speedup the building of the new West Coast area.However, to achieve the coordinated development of construction for new urban area and development of regional economic, we must choose the rational and efficient development and construction model. The management structure, financing fashion and development of operational procedures of the new district development and construction, will greatly affected the development and construction of the new district and the regional economic development. Based on this, this study will focus on new area development and construction models design in the west coast of Haikou. It will guide the West Coast District to scientific and rational choose development strategy and ensure that they are on the path of sustainable development.This paper use urban growth theory, land economics theory, regional economic space structure theory as the theoretical basis of this topic. It also uses strategic management perspective and methods and comprehensively analyzes faced external environment and internal capacity of development and construction of the new district in west coast. It made the corresponding strategic measures according to above work,. Furthermore, based on the theory and practice of the development and construction of domestic and international cities new district, comprehensive and systemic from historic and realistic perspective, this paper conclude the model of foreign new district development and construction, also summarize the successful experience of development and construction of the new district in six cities in the central and western ChinaOn this basis, from the operation concept, the spatial structure model, and construction and management model of the new district development, this paper suggest some strategic measures and proposals for the development and construction of new district in the west coast.The result of this study, not only can guide the development and construction of new district in the west coast to smoothly implement the planning objectives and functions, but also those result can further spread and implement into new districts development and construction in other provinces and cities.
