Research On The Synergy And Regulation Of The Ordered Transfer System Of Surplus Agricultural Labor In China

It is the key influence factor to the development of urban and rural that a largenumber of surplus agricultural labor transfer in progress of modernization. At thesame time the development of urban and rural also deeply affects the transferring ofthe surplus agricultural labor. Base on this experience and theory, this paper built theordered transfer system of surplus agricultural labor which includes three subsystems:surplus agricultural labor, country and city. The evolution objective of this system isrealizing an ordered transfer of surplus agricultural labor and promoting thedevelopment of urban and rural. The paper analyzes the inner synergy state of threesubsystems, especially, it analyzes the synergy variables of the surplus agriculturallabor subsystem in detail. On this basis, the paper built the index system of orderparameters which affect the synergy condition of three subsystems. It made use of theevaluation model and studied on the synergy and the degree of order in all subsystemsand the whole system. The paper finds that synergy course of the ordered transfersystem of surplus agricultural labor was not successful from the angle of history. Butif studying from the angle of development, this system is going to the overall synergy.The paper also shows that in order to realize the objective of the ordered transfersystem of surplus agricultural labor, it must regulate the synergy order parameters ofthree systems. At last, this paper suggests that the government should try its best toprotect the self-organization and the legal rights of the surplus agricultural labor andeliminate all the barrier of the system using macroscopic control and realize theordered transfer.There are eight parts in this paper. The first part is introduction. The second partis the theoretical analysis of the ordered transfer system of surplus agricultural labor.The third part does research on the synergy state of the surplus agricultural laborsubsystem in China. It shows the history, development direction and three importantvariables of this subsystem. The forth part studies on the synergy state of the city andcountry subsystems. It includes the history, problems, two important state variablesand the positive and negative effect of the transfer of surplus agricultural labor on thecity and country subsystems. The fifth part is synergy evaluation of the ordered transfer system. It explains the synergy mechanism, evaluation contents, model andstandards. The sixth part is experience reference of home and abroad. It summarizesthe experience of Britain, America, Japan, Brazil and so on. The seventh part studieson the synergy regulation of this system. It is not synergy between the city subsystemand the county subsystem that is the key contradiction to the whole system. So in thispart the paper suggests that the government should try its best to eliminate all thebarrier of the system using macroscopic control and realize the ordered transfer. Theeighth part is the main conclusions and the direction of research in the future.
