Since the reform and opening-up practices, China has enjoyed steadily sustained economic growth, The agriculture and rural economy have achieved leapfrog development, our country’s urbanization process has accelerated unceasingly, China are changing the dual economic structure gradually, it can accumulate valuable experience of promoting the process of urban-rural integration. Heilongjiang province has always been China’s major agricultural province, the optimization of rural laborer resource and promotion and development of urban and rural integration have acquired some effects. Whereas, relevant questions of the rural surplus labor transfer has been the main restrictive factor for the development of urban and rural integration, Therefore, how to realize the peasants’ increasing income and the reasonable disposal of ural labor allocation are always the key issue of achieving fast and good development in Heilongjiang province.The thesis selected rural labor transfer of North Forest District of Sui hua of Heilongjiang province as the research object, systematically appraised the development course of rural labor transfer of North Forest District of Sui hua, explored the innate laws of rural labor transfer of North Forest District of Sui hua at the basis of classic economics theory and the actual situation. First, the paper illustrated valuable theoretical references on the basis of redefining the related concept of rural labor transfer, such as the dualistic economic theory from Lewis, Harris-Todaro Model, Schultz’s Reconstructing Traditional Agriculture theory, the Stark’s new economic migration theory.
