In this study, from the theoretical perspective,it summarized three main theory of characteristic agriculture appropriately scaled operations, that isscale economy theory, comparative advantage theory and the theory of transforming traditionalagriculture. Elaborated the connotation of some core conception such as efficiency, characteristicsagriculture and agriculture appropriately scaled operations. From the view of international comparison,it has made system comparison and reference on the experience of characteristic agriculturedevelopment from domestic to foreign coutries; And then designed a set of index system and model toevaluate the efficiency of characteristic agriculture appropriately scaled operations by way of DEAmethod and the super efficiency DEA method. In the empirical aspect, taked the ponkan production inXiangxi Tujia and Miao Autonomous Prefecture Hunan province for example, it analyzed the level ofcharacteristic agriculture appropriately scaled operation in Wuling Mountains Area; According to thesample data of farmers about the input and output, with DEA method and from the micro (farmers) profit target input oriented and macro (government) production target input oriented, this papercalculated the farmer’s production efficiency in different planting scale. Through the calculation ofsuper efficiency DEA value, combined with the reality of Ponkan production in Xiangxi, it determinedthe optimum Ponkan planting scale and pointed out the direction and extent of optimal input by way ofprojection analysis, and to explore the factors impact on Ponkan scaled planting efficiency. On the basisof empirical research the study summarized several typical implementation modes of Ponkan scaledoperation, constructed operation mechanism and corresponding supporting system.Main results are obtained as following: characteristic agriculture appropriately scaled operations inWuling Mountains area is a necessary and feasible strategy, the performance of characteristicagriculture scaled development is significant but there are many problems. Generally speaking, theproduction and operation efficiency is low, factors-inputed is redundant. Empirical research shows that,the appropriate planting scale of Xiangxi Ponkan should not be too large, generally is6-9acres; Itshould take a variety of forms to prompt the in the process of characteristic agriculture appropriatelyscaled operations in Wuling Mountains Area according to local conditions, then further establish andimprove the mechanism system. Based on the analysis above, it put forwards some policy proposals,which supportting different forms of characteristic agriculture appropriately scaled operations;Furtherimproves systems of scaled operations, and actively explores the establishment of experimentation area;Making good use of the support policies in focused contiguous special poverty areas to improveinfrastructure and facilities in agriculture; The government should foster the new agricultural operationbody actively; It should promote the characteristic agriculture appropriately scaled operationscoordinately in the process of the new industrialization, informatization, urbanization and agriculturalmodernization.
