On The Public Participation In The Construction Of Ecological Civilization Of China

Public participation is a process, in which the public participate in public affairs, express their opinions and suggestions in accordance with the laws and regulations and procedures for the purpose of certain public interest. The 16th and the 17th Party Congress report put the public participation as an important reform of political system. The 18th Party Congress report put forward to strengthen the public participation in the areas such as national affairs, economic and cultural construction. The fourth plenary session of the 18th stressed the need to guarantee the public participation in various fields."The Opinions of Accelerating the Construction of Ecological Civilization" promulgated by the central committee of the communist party of China and state council, in May 2015, stresses the need to improve the system of public participation. In the conditions of ecological problem increasingly prominent and the ecological environment worsening, construction of ecological civilization is increasingly become an effective way to solve ecological problems and optimize the environment of human existence. Human beings can’t survival and development be away from the ecological environment and, but the composition of the ecological environment. As construction of ecological civilization is a welfare undertakings benefit for all the people, to participate in the activities of the ecological civilization construction is the rights of the public as well as the obligation of the public. The public is the driving force of the ecological civilization construction. In the process of construction of ecological civilization in our country public participation can not be lack of. Ensuring the public participation is undoubtedly helps to realize the goal of ecological civilization construction, carry out the overall layout of socialism with Chinese characteristics and enhance the participation consciousness of the public in ecological civilization construction. Therefore, researching on the public participation of China under the horizon of construction of ecological civilization has theoretical and practical significance, which performance in applicating participation principle in the field of ecological civilization construction public, practicing the participation of Marxism ideology and perfecting the system of public participation in the construction of ecological civilization.The paper uses the method of literature study, empirical study and comparative study. Based on the data of reports such as "report on national ecological civilization consciousness" and "report on the public participation in China" issued by China environmental culture promotion association and social development strategy research institute of Chinese academy of social science in nearly ten years, the paper systematically studied the public participation of China under the horizon of construction of ecological civilization. It expounds the basic concepts such as ecological civilization, the public, public participation. Then the paper explains the factors of public participation and realistic significance in the field of ecological civilization construction. First, based on the theory of participation of Marxism ideology, democratic administration, environmental right and environment public property trust, this paper expounds that the public has the right in participating construction of ecological civilization. Secondly, the paper reveals the present situation of public participation in the ecological civilization construction in our country, objectively analyses the characteristics of public participation and the obstacle factors restricting the public participation in construction of ecological civilization in our country. Then this paper analyzes the restricting factors in subjective consciousness and the institutional factors from the two-dimensional perspective of ideological and political education and system construction. Finally, the paper puts forward the strategies of promoting public participate the construction of ecological civilization in our country such as strengthening the concept of public participation in order to enhance the consciousness of public participation, Perfecting the terms of establishment and registration on NGOs to give full play to its strength of the subject and organization, improving the legal system of public participation to provide system guarantee for efficient and orderly public participation.
