Petrochemical industry is one of the mainstay industries of national economy,and it is also a high-risk industry.In recent years,many explosions,fires,leakages and other major security incidents have happened in refineries at home and abroad,such as Dalian petrochemical explosion.These security accidents caused significant causalities,property losses and bad social influence.Due to the complicated production process,great control difficulties and deep reaction degree,the petrochemical industry has put oil refineries on the focus of its safety management for any negligence will create serious consequences.Therefore,it is necessary to conduct a deep research on oil refineries' safety management and make an effective safety management strategy to improve the level of oil refineries' safety management.With the systematical summarization of relevant research results and practical experience at home and abroad,the safety management theory and system dynamics theory were comprehensive reviewed relatively.After analyzing the oil refineries' safety management status and characteristics,the system framework of safety management,safety production strategy,safety production culture,safety supervision and other factors that affect the system operation of oil refineries' safety management were expounded and analyzed.The oil refineries' safety management was positioned as modeling object and the system boundaries are clearly defined.Then,all factors that affect the oil refineries' safety management were classified into the subordinate subsystem.The causal loop diagrams for the influencing factors of safety investment subsystem,safety supervision subsystem,safety risks subsystem,accidents subsystem and employee subsystem were built.According to the logical relationship between influencing factors,the system dynamics' flow charts and equations of corresponding subsystems were built.On this basis,with the system thought,the overall flow diagram of oil refineries' safety management system was designed and the SD model for the oil refineries' safety management system was constructed.The safety management of ZHLQ Company was selected as the research object.With the on-the-spot investigation,the parameters of different variables were determined.After inputting different variables and parameters into system dynamics of oil refineries' safety management system,the safety management system of ZHLQ Company was simulated.According to the simulation results,the actual impact of different subsystems on the overall safety management level of ZHLQ Company was analyzed.The altervation of ZHLQ Company's safety management level was analyzed under the circumstances of single factor change and multiple factors change.According to the operation situation of ZHLQ Company's safety management system,the safety management system of ZHLQ Company was simulated and analyzed under five different situations including improving security investment level,strengthening safety supervision,paying more attention on safety training,changing the incident reporting policy and combing policies.The countermeasures and suggestions were put forward from five aspects including security investment,security supervision,employee training,accident reports and security culture.The research achievements are as follows: firstly,by analyzing influencing factors of oil refineries' safety management with system dynamics,it is suggested that improving safety investment,strengthening safety training,increasing supervision intensity and optimizing incident reporting policy have a positive impact on improving oil refineries' safety management;secondly,with the construction of the system dynamics model and applied it into ZHLQ company,the effect of safety investment is better than the safety supervision and safety education for the promotion of oil refineries' safety management after simulation test;thirdly,according the actual situation and the simulation results of system dynamics model,some countermeasures were put forward to improve the level of safety management from five aspects including safety investment,safety supervision,employee training,accident report and safety culture.
