Economic Analysis Of Livestock Pollution And Its Governance Policy

With the development of China's economy and the improvement of people's living standards,China's per capita milk consumption increased rapidly,which directly promote the development of animal husbandry in China,and promote China's livestock industry from the traditional backyard mode to the intensive,large-scale breeding mode.The intensive,large-scale breeding of livestock and poultry manure emissions will directly lead to increased density,and will cause agricultural disjointed,pose a serious threat to the ecological environment of our country,according to the statistics of China's environmental protection department,at present our country's livestock pollution has become one of the biggest source of China's agricultural non-point source pollution,and with the continued development of animal husbandry in China,livestock farmers will further exit,and scale farmers will continue to expand the scale of farming,so it can be expected within the next period of time,animal husbandry in China caused by the environmental pollution will continue to deteriorate.Therefore,to explore the problem of environmental pollution of livestock and poultry breeding scale,to ensure that our livestock industry in the rapid development at the same time,handle the aquaculture environmental pollution problems will become an important task in the current and future for a long period of animal husbandry in china.This paper mainly studies the problem of large-scale breeding of livestock and poultry pollution in China and its prevention and control policies,the main research contents are as follows: the analysis of the current situation of livestock and poultry breeding scale and structure changes of our country and the livestock pollution emission situation from the macroscopic aspect,and then use the EKC model to empirical analysis of the relationship between China's livestock and poultry breeding scale and environmental pollution through the investigation of Jilin province;pig farmers in the micro aspect,analysis of the scale livestock and poultry farms and environmental governance choosing behavior and influencing factors,and then considering the analysis of China's different scale livestock farming cost revenue based cost and national environment of China's environmental protection subsidies;finally,by analyzing the current the livestock pollution prevention and control policies,and on the basis of the experience of foreign mature livestock pollution prevention and control policy of China Livestock and poultry breeding environmental pollution prevention and control strategy optimization.Based on the above research,the main conclusions are as follows:1.From livestock and poultry breeding and breeding scale and structure changes of environmental pollution situation,large-scale livestock farming has developed rapidly in China,and it is changing from traditional backyard to large-scale farming stage,but compared with developed countries,there are relatively large gap,so in the next period of time in China,the livestock scale will continue to improve.At the same time,with the increase of the scale of livestock and poultry breeding,the environmental pollution caused by it has become more and more serious.2.From the relationship between livestock scale and environmental pollution,there is an inverted U shape relationship between the two,this shows that our country is in large-scale farms pollution control measures are effective,but at present most of our country's livestock scale farming is still small scale farms,these farms in inverted "U" curve of the left half,still has a great threat to our environment,environmental management of this part of the farm is China's livestock pollution prevention and control policy should pay more attention to the part.3.From the scale of farm environmental governance behavior and influencing factors,through to the Jilin province pig farm manure treatment selection factors study behavior and influencing factors,most of the selected passed the significant test,we can see that personal characteristics,family characteristics,farmers breeding characteristics,cognitive psychology and national policy will affect the farmers manure treatment options,but harmless farming scale,farmers environmental policy cognition,intention and treatment of government subsidy policy is affecting farmers choose environmentally friendly factors and processing methods,and the influence coefficient of government subsidies,it is the main factor.4.From livestock and poultry breeding cost benefits,if considering the environmental costs,the average per head of cattle to pay annual environmental cost of 605.8 yuan,per cow environmental cost is 1137.8 yuan,per pig environmental cost is 234.3 yuan,poultry environment cost is 3.3 yuan.While the livestock farmers receive subsidies is significantly lower than the environmental protection of the environmental cost,so if livestock farmers to pay for the farming environment cost,net profit will cause most of the livestock is negative,would seriously dampen enthusiasm of livestock farming households,affecting the healthy development of animal husbandry in China.Therefore,it is necessary for the government to increase the environmental subsidies to livestock farmers to encourage farmers to adopt environmentally friendly waste disposal.5.From the current policy of livestock and poultry pollution prevention and control inChina,China's livestock pollution prevention and control policy is too biased towards large-scale farms,while ignoring the small and medium scale farms.At present,large-scale farms in the proportion is still small,our country still in small and medium scale livestock farm scale,so it is necessary for our government in the development of livestock pollution prevention and control policies,not only to continue to strengthen the supervision of environmental protection and subsidies to large-scale farms,but also to environmental subsidies to small and medium-sized of scale farms.The main innovation of this study is: firstly,this paper to solve the problem of environmental pollution of livestock,the research object will be divided into small and medium scale farmers and large-scale farming households,according to the different types of farmers to carry out the research in this paper;the empirical relationship between livestock scale and the degree of environmental pollution,the use of data for the macro data of 31 provinces in China,involving a wider range,more comprehensive data;and based on the study of the scale of farm manure treatment behavior,using the research method of game theory,the game between the government and farmers are analyzed,better reflects the impact of government policies on livestock and poultry the choice of household waste treatment.
