Research On Environmental Risk Management Problems And Countermeasures Of Livestock And Poultry Breeding In Q Area Based On Environmental Petitions

According to the 13 th five year plan for ecological environment protection issued by the State Council,by 2020,the overall quality of ecological environment will be improved,environmental risks will be effectively controlled,and the modernization of national governance system and governance capacity in the field of ecological environment will make significant progress.The Fifth Plenary Session of the 19 th Central Committee of the Communist Party of China proposed that by 2035,the national governance system and governance capacity will be basically modernized,and the ecological environment will be fundamentally improved.The environmental risk of livestock and poultry breeding is one of the core problems restricting China's ecological civilization.Especially in the context of African swine fever,the state vigorously supports the pig breeding industry,and more attention should be paid to the environmental risk governance of livestock and poultry breeding.Under the influence of the New Coronavirus pneumonia epidemic that has not yet ended,the measures such as suspending live poultry trading,closing slaughterhouses and other epidemic prevention measures have resulted in the continuous maintenance of livestock and poultry and increased the environmental risks of livestock and poultry breeding.At the present stage,how the government join hands with multiple subjects and guide them to participate actively in governance is not only the practical need to prevent and resolve the environmental risks of livestock and poultry breeding,but also the need for the government to realize the modernization of governance system and governance capacity in the field of ecological environment.This paper collects a large number of data and typical cases of pollution complaints from livestock and poultry breeding,takes the petition and complaint of livestock and poultry breeding pollution as the breakthrough point,focuses on the specific area of Q District in Chongqing,carries out in-depth analysis,summarizes the current situation and problems of environmental risk governance of livestock and poultry breeding.On this basis,the paper puts forward some strategy suggestions on environmental risk governance of livestock and poultry breeding.In this paper,in the context of the modernization of governance capacity,to do a good job in the environmental risk governance of livestock and poultry breeding,we should start from the following aspects: first,to strengthen the environmental risk source governance of livestock and poultry breeding;second,to enhance the subject consciousness of environmental risk governance of livestock and poultry breeding;third,to improve the petition and complaint linkage mechanism of livestock and poultry breeding pollution;fourth,to establish and improve the environmental risk governance responsibility mechanism of livestock and poultry breeding;fifth,to broaden the path of environmental risk governance in livestock and poultry breeding.
