Modern logistics has deeply embedded into all aspects of regional economy,such as production,circulation.The impact from environment is also growing.The relations have entered a dynamic coupling stage which promote and restraint mutually.In this background,the coupling development of Regional Logistics-Econo mic-Env iorment System,RLEES,has been select as the research object.The regional enviorment subsystem has been introduced in,and the three subsystems have been seen as a large complex system creatively.From the perspective of system,its internal struc ture and composition of elements have been analysised.The definit ion,framework and boundaries of RLEES have been defined clearly.The characteristics of RLEES have been researched.The app lication of Synergetics theory in RLEES has been stud ied.With the system coupling theory,the triple spiral coupling processes in RLEES has been ana lysised.The double spiral coupling between subsystems,coupling elementsand coupling node also have been analysised.The connotation of coupling development for RLEES has been de finited.The coupling development goal for RLEES is to realize the harmonious de velopment of regional logistics,economy and environment subsystems.In the theory of dissipative struc tures,four stages coupling development for the evolut ion of internal and external conditions have been revealed.Based on the System Dynamics theory,with the Vensim software,RLEES SD Model has been built.After the relation analysis of subsystems,the flow charts have been worked up.Input conditions and their equations also have been described.Using the data of Northeast of C hina,the SD model was checked,and the mod el was effective.By the simulations of three development modes,the choices conditions of three modes have been give n.According to the empirical results of the simulation,the priority to the development of logistics mode was selected as the current de velopment mod el for Northeast.According to the synergetic theory,and based on the analys is of order parameters cha racteristics in subs ystems,a scientific and reasonable evaluation ind ex system has been set up.Referring to physics capacity coupling model and changed it to range between [0,1] in order to evaluate.Coupling development degree model and evaluation system was established.The coupling development degree was divided into four parts to evaluate the degree of coupling development.A prediction model of coupling development has been set up by means of Artificial Neural N etwork Model,which was achieved by using Matlab with N ortheast area data.With the mod el,the coupling development degree of northeast area system has been calculated and forecasted from 2003 to 2020.It shows the logistics delay effect is about 2 years.The operating mechanism RLEES system also has been established.With line ar programming method,the objective function and constraints for regu lation mod el were put forward.They have been used to regulate the coupling development degree of Northeast area in 2018,and regulation target range is been solved.F ina lly,according to the empirical results of RLEES in northeast area,coupling development suggestions is set up.The coupling de ve lop ment of RLEES is complex system.The research can guide on the development policies of the regional logistics and economic development for governments theoretically.It also can provide strong support the practice of regiona l logistics planni ng and regional economic development.Therefore,the results of this research have an important practical significance to promote coupling development of RLEES.
