The existing environmental management researches can be basically divided into two categories based on previous studies:the first category is the government's subjective decision that researches how to develop effective environmental policies from top to bottom,which focuses on the macro level;The other is to study the causes of various environmental behaviors from the perspective of personal environmental behavior,and then formulate the system and measures of environmental governance,which are biased towards the micro level.In the study of environmental management,only by combining these two methods judiciously can the research of environmental management be more effective and pertinent.With the proposition of The Belt and Road Initiative and the continuation of Western Development,the contradiction between the social economic development and environmental protection in the western region is becoming more and more prominent,thus the government's environmental governance system,measures and means need to be constantly enriched and perfected.The western region not only occupies a large area in China,and is relatively backward in development,but also widely distributes a large number of ethnic minority residents.The folk custom,the cultural degree and the income level of the local residents are very different from those in the developed areas and have certain particularity.Thus the traditional model of environmental governance has been challenged.Based on the related theories of personal behavior research at home and abroad,this paper systematically summarizes the mainstream theories and related models of personal behavior research,and analyzes the shortcomings and defects of personal environmental behaviors in the existing research.Then,based on the theory of planned behavior,a model of influencing factors of residents' environmental behavior is built from the four dimensions of perception,attitude,norm and control,and the measurement index of each dimension is refined,verified and measured in detail.Finally,the paper points out the shortcomings of local governments in environmental governance,and the key points for improvement and solving measures,which combines the results of analysis with theory of collective behavior,theory of planned behavior,theory of institutional regulation and multicenter theory.Finally,on an account of the unique geographical location and national status of the study areas,this study is not only beneficial to enrich and deepen the theories and methods of environmental governance,but also provide valuable reference to the effective government environmental governance in minority areas.The conclusion of the study is conducive to ensure the sustainable development of environment in minority areas of Western Sichuan,and it is of great theoretical and practical significance for solving the problems of environmental destruction and environmental pollution in some parts of China,improving residents' environmental awareness and promoting the process of ecological civilization construction in China.
