| Since the reform and opening up,along with rapid economic growth,China made vigorous efforts in environmental protection through policy support,funding and infrastructure construction and has achieved significant successes.However,as a developing country,China's environmental degradation has yet been fundamentally reversed with mounting resource-environmental pressure and acute conflict between environmental pollution and economic development.Some environmentalists hold that economic growth must be curbed to tackle environmental pollution,in other words,they think stringent measures of energy conservation and emission reduction must be implemented along with a big cut in industries likely to cause pollution,e.g.heavy industry,auto industry.This is unrealistic and even ill-intentioned for China on the way to modernization.To reconcile the contradiction between environmental protection and economic development,China cannot go backward but March forward,that is,solving environmental problems by deepening development.Among all industries,there is one industry that can not only avoid environmental problems,but also effectively contain the problems,and that is eco-friendly industry.However,due to its peculiarity,eco-friendly industry is not highly marketized,technologically innovative and reasonable in industrial distribution structure.These problems can not be solved unless there is overall improvement in market size,industrial technology and industrial structure.So this dissertation further defines"environmental protection industrialization(EPI)".The industrialization of environmental protection doesn't simply mean environmental protection will become a part of national economy,but it is a fresh understanding based on the concept of modern industry.In other words,EPI means that eco-friendly industry turns the process of environmental management into the process of creating value,promotes continuous expansion of industrial scale,improves the marketization of industrial operation,optimizes industrial structure,boosts industrial technology,improves industrial professional levels and evolves into being fully industrialized from being non-industrialized.To achieve EPI,it requires Objective evaluation for China's EPI level and find out its promoting factors.So this dissertation combines the theories of industrial economics,environmental economics and development economics,focuses on EPI assessment and its promotion countermeasures,on the basis of literature review and expert investigation,set up the evaluation index system and evaluation model of China's EPI and then the specific study the actual situation of China's EPI the industrialization index,then using the predecessors' research results and econometric model analysis to identify the core factors and its influence path,studies problems in each factors of the EPI and comes up with corresponding solution.The author hopes the research will be helpful to enrich the theory of economics,enrich the research on industrial economics and improve China's ecological environment.The dissertation mainly deals with five aspects:First,establish theoretic basis for the study of EPI operation mechanism.This dissertation first analyzes the definition,classification and characteristics of eco-friendly industry and puts forth the concept of "EPI" based on the understanding of"industrialization".It points out the result of EPI--marketized industrial operation,large-scale industrial economic development,reasonable industrial structure,intensification and specialization.Then it introduces EPI entities,which is,self-organizing,self-adjusting and self-regulating economies in the operation process of eco-friendly industry.It mainly includes three categories:first,the entities that determine market supply and demand of eco-friendly industry,including main consumer of eco-friendly products--eco-unfriendly enterprises and eco-friendly product provider--eco-friendly enterprises;second,government organs involved in EPI operation and management;third,other entities providing support services,mainly scientific research institutes,non-governmental environmental protection organizations,etc.Finally,the dissertation illustrates the practical significance of industrialization operation to EPI and environmental protection,which lays a solid theoretical foundation for the post.Second,design China's EPI evaluation model.Based on the applicability of EPI evaluation method,the analytic hierarchy process is the most suitable evaluation method for EPI evaluation.Then use questionnaire to screen for the related indexes for evaluation of EPI,according to the basic characteristics of the EPI and constructed the evaluation index system of EPI,it consists of five indexes,namely,industry marketization index,industry scale index,industry intensive index,industrialization structure index and industrial specialization index.At the same time in order to intuitive and comprehensive evaluation of the EPI,standardize processing the industrialization level of each dimension,finally sums up the practical model of EPI,laid a solid foundation for effective evaluation of China's EPI.Third,design Comprehensive evaluation of China's EPI.Using analytic hierarchy process to analyze overall condition of China's EPI,China's EPI in 2014 by calculation comprehensive index is 0.563 points(stage 0.40 to 0.60 in the EPI calibration).Generally stay in the "initial stage of industrialization" entering "industrialization growth stage".Then it works out the score of the five indexes in each province,analyzes actual results and differences of EPI in each province.Based on 31 provinces EPI,the integrated evaluation of jiangsu,shandong,guangdong,zhejiang,Beijing and other provinces and cities of the EPI comprehensive strength is stronger,is obviously weaker region of guizhou,qinghai,gansu,Tibet,comprehensive and strong development strength of provinces and cities and coastal areas are mainly distributed in the southeast region,comprehensive development of weaker provinces and cities are mainly distributed in the southwest and northwest regions.Finally,it draws the conclusion that China's EPI is faring well;regional EPI varies obviously;China's environmental protection industry needs to clarify its core influencing factors and improve them.Fourth,modeling and analyzing the influencing factors of EPI and give concrete analysis of performances,problems in China's EPI.In theory,the influence factors of related to the industrialization of environmental protection,but not every factors have a significant impact,need to be further identified factors of China's EPI has a key role.Dissertation through literature collection and relevant experts investigation,can find may have three categories,respectively is environmental protection investment,environmental policy and environmental protection science and technology shows that the three factors are contributes to promoting the development of EPI.then establish the theoretical model to analyze the mechanism of the three core factors on the EPI,and then a detailed description of China environmental protection investment and environmental protection policy and the reality of environmental science and technology,and then through the econometric analysis of the three major elements of the estimated coefficient at 0.01 significant level through the test,and the estimated coefficient is positive,that the three factors are contributes to promoting the development of EPI.Finally,the problems existing in the three promotion factors of China's environmental protection industrialization are analyzed and the reasons are analyzed.Fifth,give the countermeasures and Suggestions to improve China's EPI.According to the problems facing the three factors,explores specific methods of promoting China's EPI:by defining environmental property right of eco-friendly industry,establish pricing rules and charging mechanism of eco-friendly industry,design investment&financing organization mode of EPI,bring down the cost of transforming the path of EPI to improve market-driven mechanism of EPI;by improving environmental standard system and reforming pollution charging system,further promote pollution discharge permit trade system,strengthen environmental law enforcement and give the public a role in strengthening.policy guidance mechanism of EPI;by increasing investment in technological innovation of environmental protection,boost the capability in the commercialization of research findings,improve scientific research assessment&management system of environmental protection,enhance the capability in technological collaborative innovation of environmental protection to optimize environmental technology support mechanism.These three key factors interact with each other to ensure the normal operation of the EPI and jointly promote the rapid improvement of the China's EPI level.Main innovations of this dissertation:First,it discusses how to develop Environmental Protection Industry from the perspective of industrialization.It clarifies the connotation,stage and requirement of EPI based on comprehensive documents;makes qualitative and quantitative analysis of the entire level of China's EPI and the promotion factors and countermeasures.All these enrich relating research on eco-friendly industry from the perspective of industrialization.Second,it creates the assessment index system according to the requirement of EPI.It uses the index system to analyze overall condition of China's EPI based on the data collected,which provides useful analytical tool and verification method for the study of China's EPI assessment.Third,this dissertation analyzes the promotion factors of China's EPI through constructing metering model analysis.This article use the method of econometric model,after the search,mechanism analysis,the current description,measuring steps,such as inspection of EPI,factors and mechanism of quantitative simulation,sums up the EPI operation of the transmission path and the key factor.Based on this,three basic core factors are put forward,which can provide important theoretical basis for understanding China's EPI and improving the countermeasures of China's EPI. |
