The Evaluation And Analysis Of The Application Of Ppp Model In The Development Of Environmental Protection Industry

With the growth of the national economy and the rapid development of the city,environmental improvement have attracted more and more attention,and the PPP model is currently the dominant mode.The choice of PPP mode can not only reduce the financial pressure of local governments,but also greatly reflect the advantages of social capital and achieve a "win-win" between the government and enterprises.The state clearly stipulates that PPP projects must achieve value for money at the beginning of implementation,ensuring that projects are less invested than traditional projects,but the effect is better than traditional projects.The “Guidelines for Valuation of Government and Social Capital Cooperation Projects(Trial)” promulgated by the Ministry of Finance(Finance Gold [2015] No.167)clearly stipulates that,the value for money evaluation includes qualitative analysis and quantitative analysis.The quantitative analysis is carried out by each locality according to the actual situation.The PPP project for wastewater treatment is to conduct an initial analysis of the reasonableness of its involved content and whether the project implementation value meets the requirements through value for money evaluation.Many issues such as the completeness and rationality of the PPP project and the evaluation of the actual significance of the project need to be carefully considered in terms of project execution risk,implementation difficulty,and related content details.Based on the characteristics of the environmental protection industry,this paper takes the wastewater treatment projects in the environmental protection industry as the basis of analysis,and constructs a model combining quantitative evaluation and qualitative evaluation to reasonably infer the VFM evaluation model of the PPP mode,and to determine whether the project is suitable for the PPP mode.The specific content and research ideas are as follows:(1)According to the characteristics of the environmental protection industry and the significance of the PPP model,explore the practical value of the implementation of the environmental protection PPP project,and provide a theoretical basis for value-for-money evaluation.(2)Based on the characteristics of the wastewater treatment project,the construction of the evaluation index of the research project VFM includes qualitative evaluation and quantitative evaluation.By analyzing the initial PSC value,competitive neutrality adjustment value,risk quantification and sharing,and other influential analysis values,the hierarchical analysis method is used in combination with set-value statistics to actualize and share risk factors,thereby making the evaluation system more accurate.(3)Starting from the cost of the project,estimate the PSC value and PPP value of the wastewater treatment project,construct a VFM evaluation model of the environmental protection industry PPP project,and analyze its implementation results.(4)Construct a reasonable project qualitative analysis model.Introduce specific case analysis-Guangdong Xinhui Sewage Treatment Plant Project and Shaoguan No.3 Sewage Treatment Plant PPP project.The evaluation model constructed in this article was applied to the plant's sewage treatment project to verify the rationality of the evaluation indicators and The operability of the PPP model.
