System Analysis And Evaluation Method Of Land Reclamation For Open Pit Mine

As an important part of ecological control of mining area,land reclamation of open pit mine is critical to CSR(Corporate-Social-Responsibility),harmonious relations between local government and open pit mine,and it is also an indispensable part of ecological civilization construction of coal industry in China.To evaluate land reclamation effect plays an important role in guide land reclamation of open pit mine.Based on the above,using system engineering,game theory and statistical analysis,the evaluation index system and method of land reclamation for open pit mine is established,the complicit actions and behaviors of the government regulators and open pit mine owner,the open pit mine owner and local community resident are analyzed,and the whole life cycle model of land reclamation(planning,construction,production and closure)is put forward.Lastly,the method is applied in land reclamation effect evaluation of large-scale central government.(1)The comprehensive evaluation index system and method of land reclamation for open pit mines are established.The research trends of land reclamation at home and abroad is analyzed.The evaluation index system,including five first-levels(implementation of annual reclamation plan,land damage rate,land reclamation rate,land reclamation quality evaluation,and ecological improvement of industry square),and eleven qualitative and quantitative indexes.Then,the evaluation method based on AHP is put forward.and the corresponding assessment level standard is established.(2)The calculation method of reclaimed land productivity based on remote sensing data put forward.Using remote sensing data collection,analysis and post data processing,the vegetation coverage is used to indicate land productivity,and land reclamation rate is used to represent reclaimed land productivity level.These indices calculation method is put forward.(3)Using game theory method,the complicit actions and behaviors of the central and local government,the open pit mine owner and local community resident are analyzed.Two mixed strategy equilibrium models are constructed.Then,their relations and actions are analyzed from CSR and local community resident perspective,and the counter measures to promote open pit mine land reclamation are put forward.(4)The land reclamation system of open pit mine,which is composed of resource,environment,economy,society and technology sub-system,is constructed and analyzed and the whole life cycle model of land reclamation for open pit mine is established.The land reclamation system features of open pit mine are analyzed,the resource,environment,economy,society and technology factor of the land reclamation system are studied.Then the whole life cycle model of land reclamation(planning,construction,production and closure)is set up,and risk prevention and control measures of land reclamation is put forward.(5)The above method is applied in land reclamation effect evaluation of large-scale central government.Using the above method,a large opencast coal mine coal belongs to the central enterprises is selected as a typical example,and the data,including land reclamation,ecological restoration and management of remote sensing data in 2014,is collected and analyzed.Lastly,the land reclamation effect of these open-pit mine is evaluated,which shows the land reclamation assessment method is feasible.
