Political Analysis Of Urban Planning

Based on a review of theoretical and empirical researches, this thesis argues on politics and others correlation theories evolved in urban planning. By means of the explanation and comprehension on urban planning, it analysis the elemental intension of urban planning, and constructs a general political theoretical framework of urban planning as social action.The dissertation submits that urban planning is a collective behavior process,which was mastered at time-axial by purpose pre-position and future action controlled valid, at the mean time which was hold at space-axial by its sociality, open scheme,communication model, and subjective-objective interaction. Further more, urban planning is a kind of social interaction, in which a bunch of person participated with different opinion and value orientation,as while as a kind of distribution process over interests and power that has something to do with urban space.Urban planning is a political process, which becomes a basis argument of this research in the politic view.Meanwhile, three analytical factors, the value as foundation, action as process, and participant roles, make the aggregate action observable.These three analytical factors reflect the entirety construction of urban planning behaviors. Firstly, the action was participated by individual and organized groups.Moreover, the action process has several stages such as generating, developing,evolvement, and finishing, and it can be relatively divided in to two steps, policy process and performing process. Finally, this action is for the purpose of society or individual.The work outspreads from five parties. First, research design method and approach was discussed. And the effect and signification about politics theoretical studies to urban planning was expounded. Second, this paper formulized the legitimacy and value foundation of urban planning. It argues the public interests,fairness, and justice in urban planning, which was the core value of urban planning.Thirdly, policy process and performing process was analyzed by means of process theory, decision-making theory, and public administration theory. At the same time,analysis delimitated the concept of urban planning political subsystem aiming at urban planning events. Fourthly, this thesis analyzed the relation and interrelation between individual, organizations, and agencies, and pointed out that the relation and interrelation was the researching contents of urban planning politics. Finally, the conclusion of this paper, points out that the goal of political analysis on urban planning: should to construct special and historical understanding between theory and praxis of urban planning.
