Research On The Pricing Methods And System Simulation Of Medical Services In Public Hospitals

The reform of medical service price is priority and difficulty in Medical system reform of China’s public hospitals,which is the key to solve the issue of inadequate and overly expensive medical service.Medical service pricing is considered to be the source of public hospitals to chase benefits.Therefore,the study focused on the methods of medical service pricing,namely technical item pricing of medical service and medical service fee pricing,and established the corresponding mathematical models,simulation models,price adjustment methods and evaluation index system.Firstly,it analyzed the methods and characteristics of medical service pricing in the domestic and foreign public hospitals based on the methods of literature collection,field research,expert consultation and so on.On this basis,it constructed the technical item pricing model of medical services in public hospital,which was the “Binary Pricing” model of government and the hospital co-decision.This model had the function of balancing the hospital development and public benefit.The present study for medical service fee was still in the primary stage.And the results of quantitative research on its pricing standards were more insufficient.It established the pricing model of medical service fee,which was helpful to carry out quantitative research.On the basis of mathematical modeling,it constructed the system dynamics model of technical item pricing of medical services and that of medical service fee pricing.And the models included the logic relationship and the quantity relationship.The results of current research on price control mainly were policy recommendations without the method of scientific quantitative judgment.Based on the national and Hebei Province health statistics data,through the simulation model,sensitivity analysis and strategy simulation experiment,it studied changing characteristics of variables,and indices,methods and foundation of policy regulation in technical item pricing model and medical service fee pricing model.Finally,it adopted the balanced score card method from four aspects to establish evaluation index system of the price regulation of medical services on the basis of the characteristics of medical services in public hospital.The four aspects included the financial level,the patient’s perspective,internal process perspective,learning and growth perspective.This research will be helpful to enrich and improve the pricing theory of medical services in China,and to provide the support of theory and data for the reform on medical service price in China,which has good practical value.
