Objectives In this study,by calculating the cost of medical service items and building a standardized value model,the standardized value considering the technical difficulty and risk level of medical service items is calculated,and the price relationship between the medical services of the integrated specialty and anesthesia specialties is straightened out.Provide ideas for how to reflect the labor value of medical personnel and how to rationalize the price-parity relationship between medical service items in the process of medical service price reform,and promote the process of medical service price reform.Methods First,adopt policy tools and the PEST model to grasp the overall macro-environment in the current process of price reform.Secondly,the cost of each medical service item is calculated based on labor cost and material consumption cost,and the standardized value of the item is measured in conjunction with the value pricing method,and the relationship between cost and price is analyzed.Finally,an empirical study of the price-parity relationship between comprehensive and anesthesia programs.Results?.Based on the analysis of policy tools,from 2000 to 2019,the total number of issued articles showed an overall upward trend,with notice-based policies accounting for64.58%;command-based policy tools accounted for the highest proportion,accounting for 64.50%.?.There are 33 projects(91.67%)that account for more than 60% of the total professional labor cost;2 projects that account for more than 50% of the material consumption cost,which are special care and bathing.The labor cost of all projects in the anesthesia profession accounts for more than 55%;the material consumption cost accounts for less than 45%.?.The highest standardized value of comprehensive specialty is intensive care(RMB159.59),and the lowest is sitz bath(RMB 22.45).The highest standardized value of anesthesia major is general anesthesia(370.77 yuan),and the lowest is local infiltration anesthesia(86.43 yuan).?.Except for emergency care and ex vivo stump treatment,the cost of other items in the comprehensive specialty is higher than the current price;except for ex vivo stump treatment,the standardization value of the remaining items is higher than the current price;the standardization value of all items is greater than the cost.In the anesthesia profession,the cost is less than the current price,including intrabronchial anesthesia,spinal canal anesthesia,and basic anesthesia.The cost of other items is higher than the current price;the standardization value is less than the current price.Higher than the current price;except for general anesthesia and intrabronchial anesthesia,the standardized value of the remaining items is higher than the cost.?.The standardized value model is used to establish the price-parity relationship between comprehensive specialty and anesthesia specialty projects.There are 22(61.11%)comprehensive professional projects with a ratio of less than 1;14(38.89%)comprehensive projects with a ratio of greater than 1.In the anesthesia major,10items(71.43%)have a composition ratio less than 1,and 4 items(28.57%)have a composition ratio greater than 1.Conclusions It is necessary to continue to explore the method of incorporating the technical difficulty and risk level of medical service items into the medical service price pricing model,so as to rationalize the price relationship between medical service items.However,there are still many problems in the process of promoting the reform of medical service prices in our country.It is recommended to use a variety of policy tools in a comprehensive manner and coordinate with various departments to rationalize the prices of medical services step by step.
