The Evolution Of The Soviet And Russian Language Strategies And The Study Of The Russian Situation

The language of a community reflects the social and cultural realities of the community;meanwhile,language also builds social and cultural realities.The political and economic changes in a society tend to lead the people of a language community to talk with the people of another language community quite differently,which turns out to be linguistically adaptable in a new language environment or socially bilingual.This paper mainly analyzes the evolution of the language strategy and the Russian status of the Russian Federation and after the disintegration of the Soviet Union,which consists of an introduction and five chapters.The introduction chiefly explains the background,research object and the review of the research status.The first chapter principally expounds the theory of language strategy,language planning and language policy.Language strategy is a national language development program and a guiding ideology of intervention in language life embodied by language planning and language policy.The second chapter focuses on the national language development strategy for the development of Russian education in different periods of the former Soviet Union,the enhancement of the position of Russian in the international stage after the disintegration of the Soviet Union and the education system reform to expand Russian development space in the Russian Federation.The third chapter discusses the fact that as the development space in politics,economy and national cultural education changes dramatically after the disintegration of the Soviet Union,the status of Russian in the post-soviet space and Russia as language ontology also change accordingly.Those changes have a negative impact on the lives of people living in different spaces.The fourth chapter centers on the changes of Russian education in Russian space,the decline of the number of Russians educated in different post-Soviet space,and the position of Russian in the national politics,economy and other fields.The Russian Federation pursues a dual-track system of education for the development of Russian and the international cooperation in Russian education.On the one hand,the traditional education system is kept;On the other hand,the international integration,is promoted with more international educational resources being attracted and the international spread of Russian culture being expanded.The fifth chapter analyzes a series of legal measures taken by the Russian Federation to expand the development space of Russian,to establish a series of legal documents to guarantee all rights and interests of Russian compatriots in Russian education.The final part is conclusion and enlightenment.
