Artificial Islands issue has always been a controversial issue among international scholars. With the increasing demand for marine use, a reasonable and legitimate application of artificial islands technique is very demanding. As we know, there are disputed areas in East China Sea and South China Sea between China and other coastal states in adjacent waters. Some are historical issues, others are new problems on historical basis, for example, artificial island and installations building in disputed areas, and the effective control over disputed areas, ect. Throughout the disputed areas of East China Sea and South China Sea, due to the controversial feature of many disputed is "persistent" and "temporarily unresolved", we must face the long-term disputes and some unclear governance areas. Anyway, No matter who owns the disputed area, artificial island could serve as a facilitator to dispute control and management.Based on differentiate among the related concepts of artificial islands, natural islands, ships and offshore installations, the jurisdiction of artificial islands associated with the construction of artificial islands in disputed areas are clearly clarified. Cases about existed artificial islands in disputed areas for instance, Okinotorishima reefs, Soviet reef offshore platform, as well as artificial islands construction in the Caspian Sea manifested a detailed analysis which relevant with China's consistent stand, state practice and customary international law. By analyzing maritime sovereignty, division of the continental shelf, the seabed resources and military, the writer conducts a profound analysis of legislative development of artificial island building in disputed areas, the view between different parties and finally, utilize the combination of politics, diplomacy, international law and marine science technology to make an argument revolving artificial islands in disputed waters, with muli-angle, multi-level, multi-method.Development of marine science and technology is the protection and maritime rights and interests protected by the driving force, therefore, the development of marine science and technology, is the basis and prerequisite of artificial islands built. The writer not only research on the construction of artificial islands disputed waters in the study of cases, but also the use of marine structural engineering knowledge to analyzes the application of artificial islands technologies together with the relevant international law issues involved in the disputed waters.The first chapter is an introduction part discusses the background of the study, the significance, innovation and difficulties concerning the research. Chapter Two is try to conceptualize artificial islands in many ways and then Chapter Three discusses the classification and jurisdiction issues about artificial islands. Chapter Four illustrates cases about artificial islands building in the disputed waters, and tries to discuss the relationship between artificial island building and the effective control of the disputed waters. Chapter Five binds the status of the disputed waters of Asia Pacific region and analyzes the construction of Very Large Floating Structures(VLFS) in disputed waters. Chapter Six raises questions on the future expected results and potential legal issues involved with artificial islands building and the air defense zone related.It is conclusion that in the unresolved disputed waters, it is necessary for China to construct artificial islands in disputed waters. It would contribute to the sustainability of the maritime zones, enhance the management and control of the disputed areas on one hand, and on the other hand, it would play a role in mitigation of the dispute, to consolidate our existing proposition and stand. In addition, the legislative jurisdiction of the lack of artificial islands, causing a lot of problems related to the international community and individual interests of coastal States, fortunately with the development of the new law will change the situation. I believe that the international community should therefore be to create a relevant international legal regime of artificial islands built by long-term planning, negotiation and goodwill, making the use more reasonable.
