The culturalization of ideological and political education refers to that all the requirements of the ideological and political education especially the socialist core values is reflected in various forms of "Culture", is penetrated in all aspects of social life,formed the life situations and social atmosphere which people cannot be separated even for a moment. It is full use of the round, three-dimensional environment' education features of generalized culture in order to enhance the effectiveness of ideological and political education, in particular the effectiveness of nurturing socialist core values.Marx pointed out: "people create the environment,at the same time the environment create man." On the one hand,the impact of real life environment is important for being educated in the relationship between education,especially in the ideological and political education relations;on the other hand,considering the characteristic of cultural enlightenment itself,the cultural environment created by man is a enlightenment environment.Early humans of all nationalities,the vast majority of people cannot get specialized education,they got enlightenment and grasped the life of the world from their own cultural environment.The so-called "Environment create man" refer to the educational significance of certain cultural environment for people.Therefore,we believe creating a cultural environment has special significance to improve the effectiveness of ideological and political education which is consistent with ideological and political education contents. Yet now the reason that the effective of ideological and political education cannot be improved is that there is a distance between the external environment and education content. This paper is wrote on base of this,the relationship of the ideological and political education and cultural civilization was analyzed; the experience of Chinese traditional enculturation as well as contemporary Western capitalist countries enculturation of ideological and political education was reviewed and summarized; the cultural environment of ideological and political education of our country was examined. Then I pointed out that if the ideological and political education of socialist will be effectiveness, all the requirements of the ideological and political education especially the socialist core values is reflected in various forms of "Culture"-institutional system, customs, norms, music theater, everyday objects, is penetrated in all aspects of social life, construct comprehensive cultural environment of the ideological and political education. We can say that the ideological and political education enculturation is the fundamental way to enhance the effectiveness of the ideological and political education, especially to exert the effect of socialist core values Subsequently, the specific path of socialist ideological and political education' enculturation was discussed from the institutional system, customs, social morality, literature and art and so on made. Namely, promote "people-oriented" reform of institutional system, practice social governance to serve the people, adhere unremittingly style building, create a favorable institutional cultural environment and social atmosphere for the implement of the socialist core values; reconstruct customs which the core is the socialist core values, practice family virtues, ethics and norms of public life which the principle is construct collectivism, promote a positive literary fashion, etc.. Thus construct the life situations and social atmosphere which is conducive for the cultivation and practice of socialism the core values which the general secretary Xi Jinping called for. The construction of socialist ideological and political education enculturation is consistent with the requirements of socialist core values, is a comprehensive ideological and political education cultural environment, finally the influence of the socialist advanced culture, especially socialist core values is everywhere like air. Firstly, I pointed that the ideological and political education enculturation is based on an objective fact that "person is a product of the environment", and human environment is cultural environment. It is not difficult to see that from the ideological and political education and culture enlightenment have the consistency of function and meaning. The ideological and political education should make full use of the "intellectuals" nature of the various cultural forms to enhance their effectiveness. Finally, although the ideological and political education and culture both have "convert" function, the ideological and political education as a specific cultural enlightenment has its own particularity. This is why it is separated from the "Great Culture" and executes a particular enlightenment function. These practices have certain significance to us, show that: if one set of values have a real impact, we must construct its cultural environment consistent with its demand.The third part,review and reflection on the civilization environment of ideological and political education.although the apartment of ideological and political education and ideological and political education workers out a lot of efforts,and put forward the "subjectivity " and "intersubjectivity " and "double main body " and many kinds of ways of ideological and political education,these ways also obtained a certain effect,but no denying the fact that our current ideological and political education is still not so satisfactory.then " why the result is not that quite successful ?" "what is the real problem " the author points out that the culture environment of ideological and political education is the main reason for the effectiveness of ideological and political education is not high at present. It can be said that since last century 90's,the real life environment of human beings has deviate from the content of the ideological and political education,students or workers recipients the ideological and political education.the most direct feeling is that there is a tremendous differences between the things being taught in class and what is happening in the outside world.corruption,fake and shoddy,bluff and deceive from ruin,requite love with hate and egoism,money worship behavior and so on,these views has been lived in every activities in social life,and gradually formed a materialistic society opinion environment,get rich life value orientation,advocating extravagant social evaluation criterion,traditional folk value of subversion. This kind of environment has influenced the function of ideological and political education into a full play.and even the weakening of the "ideological and political education of the effectiveness of the classroom" this,the consolidation of consistent with the content of ideological and political education and cultural environment on the "class" of the ideological and political education has a very important significance.there is a saying "punt a raw hemp,not straight up since " develop the concept of the environment "dyed" results. This part consists of two chapters: the fourth part is from system and institution,social governance to the construction of the leaders' working styles aspect, which create special cultural environment and ethos of our society that is conducive to socialist core values.System of socialist is not only the important existing form of the socialist system culture, but also the most important carrier of socialist core values.Theoretically, core values and social system have high internal consistency. Social system is always based on core value view,and it will become mecum of people's actions only through externalization. In terms of ideological and political education, it not only operate under the social system environment, but also social system itself is “educators”,and it has special meaning and function of methods that other education methods can not replace., because people always have a ideology which is consist with our certain knowledge of social systems. The socialist system truly became masters of the New China. Under the socialist system, people have new social relationships between each other, realizing the unity of the interests of the individual and collective interest, and establishing in the form of institutions for forming the common rational belief of socialism.However, Socialism is a great cause which had not been done before.In the process of its development, there are also some aspects of institutions,especially a phenomenon is that operation system is out of line with the requirements of socialist core values. Besides that,meaningful education of institutions can not play a role without practicing of institutions, especially leaders must also lead byexamples,so the instructions of cultural environment also need social governance which is practiced for the purpose of the people., and adhere to the party's style construction issue and firmly against the sociing customs,Thefifth chapter is from the social morality( family virtue,morality of career. maxims of social life).to literature and art which is beneficial to spreading of situations in daily life and social environment of socialist core values. In fact, people are accustomed to their own life,and have their own styles. And now some customs are different the former. They are opposite to socialist core values.The customs become the embodiment of socialist core values, which will become folk regulations and a cultural environment to nurture and educate people. Generally speaking, human activities are divided into the family life, occupation life and the regulations are focused on these there areas..Construction of occupation morality, family ethics and criterion of public life guided by the core value is to develop the field of family life, occupation field and public life into socialist ideological and political education places and the life and cultural environment to cultivate and practice socialist core values. The family is the cell of society and the first school for life education.Life will experience constant change but family education is of vital significance.Occupation life is one important life style for the modern humans and has a such great power to shape people that we can tell people's occupation by their occupation characteristics. With productivity increasing, more leisure time, the public areas can represent the nation's quality and moral practices and the construction of the public life rules is highly valued, Family life, occupation life and public life make up the whole life style of the people. So the construction of family ethics, occupation morality and public life based on socialist core values is the construction of an all-round educational environment. The art shows the contradiction between beauty and ugliness by the creation of image. In terms of education, arts moisturizes things in science.and carry forward literary style oriented the positive energy are important for the cultural environment, especially socialist core values and social environment. In general, customs, social morality, literature and art are not only the carrier of cultural values but also extremely close to people's daily life.
