The 'innovation acceptance and adoption' as research area is intensively saturated with the modified and adapted versions of 'persuading psychological models',which mostly addresses the presence of external and environmental factors as the triggers. In other words,it's creating a trend of unidirectional view to analyze human behavior and their intentions. The main purpose of the current study is to revisit the constructs to define innovation adoption behavior. In the current study, the case of e-government is taken into consideration, whereas the citizens from the developing regions are focused purposefully. This study uses a fundamental set of constructs which plays a vital role in individual's knowledge creation and decision making.Specifically,'Information Literacy','Digital Nativity' are examined as the essential ingredients of individual's 'Potential Absorptive Capacity to Understand and Assimilate' the available e-government service. The current document examines the influence of 'Digital Nativity' and 'Information Literacy' over the 'Potential Absorptive Capacity' of the citizens in the developing economies. It further examines the influence of 'Digital Nativity' to conceptualize 'Technology based perceived uncertainty' as a source of stress creator. Moreover, the influence of 'Information Literacy' is measured to compute perceived 'Task Relatedness'among citizens in the case of offered e-government services in the developing countries. To cater the sensory parts from the existing pool of persuading psychological models,i.e.perceived ease of use, perceived enjoyment, and Bandura's social view about creating perception, the role of 'Media Richness' and 'Social Influence' are mapped in the proposed study to conceptualize intentions.Furthermore, the role of 'Trust in Government' is considered as moderator while examining perceived 'Techno-uncertainty' and 'Social Influence' in the developing regions for defining the behavior to adopt or reject e-government services. To reflect the real translation of the developing economies, the data from two most populous developing countries are taken into account. The BRICS is intentionally ignored as most the BRICS members are progressing towards SMART cities and into the transformational phase of e-government.However,the countries like Bangladesh and Pakistan are focused in the current study,as both countries started the e-government initiative in almost same decade and shared most of the socio-economic challenges.Specifically,489 sample count are collected from both counties. However, initially almost 900 individuals are targeted to be the potential member of the current study.Under the statistical support, the proposed conceptualized framework is evaluated, whereas for examining the moderating effect of'Trust in Government',the hieratical regression is applied. The findings highlight the underlying role of 'Information Literacy' and 'Digital Nativity' while conceptualizing citizen's 'Potential Absorptive Capacity'and 'Intentions to adopt e-government service'.However,in the comparative weightage, the current situation is strongly dominated by Digital Nativity, and the lack of ability among citizens to identify the need of information is recorded. This can be the outcome of lacking formal education and facilitating facilities. As the learning mechanism is more digitalized and m-applications have stretched its reach to the citizens which is pushing the difference in urban and rural to the minimum level in the sense of information availability. The strong communication strategy with the intention to increase citizen's awareness about e-government offerings in more culturally adaptive manner are recommended. The 'Potential Absorptive Capacity' bifurcated into the capability to 'Understand' and'Assimilate'.It's observed that the weak influencing power of 'Understanding' towards'Assimilating' is recorded in the developing region which is making the e-government initiatives in the developing regions less successful and challenging. Moreover, the impact of'Task Relatedness'on intentions to use e-servicers is recorded as non-significant.It highlights the serious attention of technocrats and policy makers to address while designing or deploying e-government services in developing regions. The findings from the 'Techno-stress'examination conclude that the qualified 'Digital Natives' usually experience less techno-stress and understand the nature of technology and innovation in more appreciating manner. While studying the moderating effect of 'Trust in government',the study finds the sensitive role of'Macro Level Forces, over the successful e-government implementation.Specifically, trust is affecting the perceived certainty in the e-service in the negative way.In other words, the distrust in government is reducing the perceived certainty and positive social influence. Moreover, the 'media richness' are classified as a threshold for future's e-government initiative in the developing regions. The findings from the current study in the form of 'structuring conceptual citizen centric framework' for e-government(innovation)adoption and for'highlighting the underlying structure of citizen's perception, towards technology is underlining the need to examine citizen's perspective into more comprehensive, diversified multidisciplinary view for the future research.
