The 30-year development path of China's logistics industry is the bumpy road for the whole industry to move from blank to modernized social economy stage.As an important pillar-type service strategic industry which affects the livelihood of the nation,although the State has promulgated a series of policies to support the development of the industry,it still has a big gap with the developed countries in terms of the total industrial development,the contribution rate of GDP and the comprehensive competitiveness of the industry.It also cannot meet the economic and social needs of the development of logistics industry.In the face of the national "13th five years" Planning proposed construction tasks and objectives,whether from the national level,or the development of the industry itself,the government needs to reposition its own role and market function boundary,choose the function form that accords with the development demand of the logistics industry,and establish a systematic industrial theory system as the guide,To promote the logistics industry to reduce the efficiency,transformation and upgrading,to achieve sustainable development for high-quality economic and social construction to contribute to the industrial power.This article takes the government function as the research core content,through the government function way,the tool choice and the behavior main body three dimensions to establish the three dimensional analysis frame,based on the Chinese market economy and the logistics industry development reality,from the government function and the market mechanism dialectical relations embarks,To explore the function boundary and function Division of the Government and effective market in the development of modern logistics industry,it is clear that the Government should play the leading role in the specific development stage of the specific industry with strategic status.As the output mechanism of government function,policy tool is the second dimension of the research and analysis in this paper,from the angle of industrial policy output,to investigate the change of government policy tool choice in the development of logistics industry.The third dimension of the research is how to motivate the pluralistic market main body in the logistics market.Three dimensions of analysis,mutual support,around the government in the logistics industry in the role of the development of a whole paper analysis framework.This research is based on the fact that the development of logistics industry,China is in 1978 introduced the concept of "logistics",by the impact of economic development,modern logistics has been slow development,1993-2000,the development of market economy led to the development of modern logistics,after 2001,China's accession to the WTO,Foreign logistics enterprises poured into China's market to promote the rapid development of domestic logistics industry,the country has promulgated a leading policy,2001 is also known as the Year of China's logistics development.The 2006 "11th five years" Planning,logistics as an independent industry into the planning,proposed to vigorously develop modern logistics industry,the establishment of modern logistics industry status.2009,the logistics industry was included in the top ten industry revitalization planning,2010 after the intensive introduction of industrial policy,the Government strongly support the development of logistics industry.But there are still many problems in the development of logistics industry,the Government function form is unitary,and the market function mechanism's definition is still unclear,the policy choice is unitary,the compulsory type policy is many,the market behavior main body relation is dispersed,lacks the cooperative development idea,how to break through these problems shackles,truly plays the government in the logistics industry the dominant position,It is the focus of research and the practicality of research that makes the development of the logistics industry no longer the contribution rate of the total economy and the high quality logistics service required by the people's social life.From the perspective of research methods,this paper uses the literature analysis,content analysis,quantitative analysis and so on.The summary of related literature provides an objective basis for the study of the government role,policy tools and the historical facts and status quo of the change of the behavior subject in the development of China's logistics industry.According to the Theory of policy tool selection,the paper encodes and quantifies the industrial policy of stick which has significant influence from 2006 to 2016,and selects the key variables from the data center of the National Bureau of Statistics of 2006-2015 for 10 consecutive years,carries on the factor analysis,Correlation analysis and hierarchical regression analysis to obtain the most relevant factors of logistics industry development.Looking at the content of the study,one is about the role of government and market in the logistics industry reorientation,logistics industry from the recessive development stage to the government-led development stage,the role of government from the lack of gradually leading;second,on the logistics industry policy tools,from the logistics industry 2006-2016 years of policy data statistical analysis,It can be seen that the government's choice of policy tools presents a single to pluralistic development trend;The third is about the relationship between the diversified subjects including the Government in the development of the logistics industry,and the ways of participating in the industrial development,showing the change of the relationship between the main body and the pluralistic cooperation,and the current multi-subject relationship in the logistics industry is generally dispersed,The state of local collaboration.The government-led industrial development model should arouse the enthusiasm of many Parties to participate in the practice of industry development,the dominant role of government should be embodied in the formulation of compulsory industrial policy,in the infrastructure construction,informatization,standardization and so on to fully mobilize the multiple subjects,reach a consensus of cooperation,and guide the pluralistic subject gradually towards the cooperative development model.Based on the above considerations and studies,this paper draws the following three conclusions:(1)As the government,first of all,we must clarify its specific function scope and role boundary in the development of logistics industry,correctly handle the relationship between government and market,government and enterprise,Government and society,straighten out the internal logic of reform,development and stability,while affirming the decisive role of the market,make clear the strategic position of the logistics industry,exert the government's leading role in the transformation and upgrade of the modern logistics industry,strengthen the market supervision,the macroscopic strategic guidance and the balanced coordination,the formulation and monitoring of the standard and the standards in the decentralization,the micro-level and the incentive inducement.(2)As the output mechanism of government function,the choice of policy tools is of great significance.From the perspective of policy tools,the development of China's logistics industry policy has been put forward:First,the compulsory policy tools are indispensable,and the Government should strengthen the use of such policy tools in the aspects of laws,regulations and normative guidance.The second is to put forward the use of the combination policy tool in the logistics industry,incorporate the coercive policy tools,market policy tools,mixed policy tools into the toolbox of logistics industry development,and adopt different policy tools for different policy objectives.(3)Based on the development of the logistics industry,the relationship between the multiple actors from the dispersed gradually to the cooperation of the historical change process,this paper constructs a more targeted cooperative development framework in line with China's logistics sustainable development policy,that is,the pluralistic cooperative development framework under the government-led,the improvement of the relationship between enterprise and enterprises,political and social relations,and the strengthening of SOE reform,Fully mobilize the market multiple entities to participate in the development of Logistics industry initiative and enthusiasm,the formation of industrial development synergy.The significance of this study is to provide practical basis for the analysis of current logistics industry development dilemma,industrial abuse and optimization of industrial development path,on the other hand,to deepen theoretical research,innovation industry development model,and sound government function output mechanism to provide positive experience support.This is from the perspective of the government,this model can stimulate the endogenous driving force of the logistics market,encourage the government to use the combination policy tool more in the industry development,and fully mobilize the market participation of many far-acting subjects.So as to avoid the blind development of logistics industry,the blind output of logistics policy,so that the pluralistic actors in the market can participate in the development of the logistics industry,exert their advantages and abilities,form the resultant force in the industrial development,and push the logistics industry to realize the leap-forward development,which will improve the efficiency of national economy and It is of great strategic significance to promote the adjustment of economic structure and the change of development mode.
