Research On The Application Of Policy Tools In The Reform Of Local Government’s "Delegation,Regulation And Service"

The reform of "Delegation,Regulation and Service" reform is a self-revolution that profoundly transforms government functions from concept to system.The implementation of reform measures directly affects the construction of the national governance system and the improvement of governance capabilities.The correct selection and scientific design of policy tools are the basic guarantee for the smooth implementation of public policies,and they are also a key factor in achieving policy goals.Since the 18th National Congress of the Communist Party of China,the"Delegation,Regulation and Service" reform has been fully carried out from the central to the local level,and the logic behind it is the application combination of diversified policy tools.In the process of "Delegation,Regulation and Service" reform,what policy tools have been used behind the reform measures?What role did these policy tools play in the reform of "Delegation,Regulation and Service" reform?What are the shortcomings in the application of policy tools?How can we improve this in order to better promote the reform of "Delegation,Regulation and Service" reform?These are all topics that need to be explored in the context of the new era to promote the reform of"Delegation,Regulation and Service" reform.Based on the typology research of Howlett and Ramish’s policy tools,this article examines the policy tools in my country’s "Delegation,Regulation and Service" reform through macro-policy research and micro-case study.Research on the application of policy tools in the reform of "Delegation,Regulation and Service" reform from three aspects.From a macro perspective,the progress of my country’s "Delegation,Regulation and Service" reform is a process of deepening the application of policy tools.In the process of promoting the national "Delegation,Regulation and Service" reform,policy tools have three characteristics.The types of use of policy tools are diversified,the application fields of policy tools are constantly diversified,and the use of policy tools in various regions is differentiated.From the micro level,the research examines the local practice of the reform of"Delegation,Regulation and Service" reform in Jimo District,Qingdao City through policy text analysis and on-site interviews.The progress of the "Delegation,Regulation and Service" reform in Jimo District,Qingdao(what kind of progress),and the main policy forms(what forms)of the three types of policy tools in the application of the"Delegation,Regulation and Service" reform in Jimo District.The study found that while the current "Delegation,Regulation and Service" reform in Jimo District has achieved results,there are still some problems,such as the difficulty of coordinating administrative approval reforms,the low level of information sharing,and weak supervision during and after the event.Finally,on the basis of the existing research,based on the problems that have arisen in the "Delegation,Regulation and Service" reform in Jimo District,and considers how to continue to promote the path of the "Delegation,Regulation and Service" reform through optimizing policy tools.In the direction of the reform of"Delegation,Regulation and Service",it is necessary to continuously improve the efficient service approval mechanism,improve the "Internet +" government service level,and continue to strengthen supervision during and after the event.At the same time,in the specific practice path,it is necessary to continuously improve the top-level design of policy tools,optimize the use combination of policy tools,and innovate the application scenarios of policy tools.
