With the development of Chinese higher education from elite education to mass education, the employment problem of university graduates is always the focus of the whole society. Therefore, The Premier Keqiang LI specially presided at an executive conference about the college graduates employment on May15,2013. He pointed out that there will be6.99million college graduates this year, the employment pressure will be increased obviously. It has a large impact for economic upgrade, people livelihood improvement and social stability to do the work well. Now the government need take effective measures to ensure graduates employment level is no lower than before, even can have a little improvement. And they also need to broaden the employment channels, develop more jobs, and guide more and more graduates to service in small and medium-sized enterprises, or non-state-owned economy or grass-roots. The fundamental problem is the optimal matching problem between college graduates and enterprise requirements. At present, the existing Human Resources management theory and method is hard to adapt to new situation of supply and demand, the contradiction in a regional pillar industries is especially prominent. It has a very important theoretical value and a large practical significance for Human Resources Management, the government decision-making, and college graduates'career planning to fully&accurately grasp its characteristics of space-time distribution&the dynamic evolution law, and optimize the matching of supply and demand.Specific to'enterprise recruits nobody, but graduates unemployed', we find out that optimal matching problem is more and more severely between the supply and demand of college graduates employment. In this article, I fully analyze the limitations of existing way of college graduates employment, associate college graduates employment and enterprise demand information with geographic space and time on the basis of geographic information system (GIS) technology, quantitatively describe the feature space between college graduates and enterprises, regard the maximum wage as an evaluation standard, establish the optimal matching model for college graduates supply and demand, improve marriage matching algorithm and put forward the rest optimal and N optimal algorithm, and finally verify the experimental analysis results as the several years actual data from Wuhan East-lake high-tech zone and Wuhan University Key Laboratory of Surveying and Mapping.Detailed content includes:(1) For the optimal allocation of college graduates resources and overall layout requirements of strategic industry, In this article, I have done a deep research and put forward the quantitative description method of college graduates employment distribution, expand the characteristic space of traditional pattern recognition, analyze the characteristics of college graduates, describe?classify and explain the demands of applicants, positions, average wage and etc., set up and describe the characteristic space of college graduates and position requirements, transfer the quantitative description information into pattern characteristic vector, and lay the foundation for the optimal matching of the model feature space between college graduates job seekers and enterprise needs.(2) After understand the space distribution feature of college graduates employment data and its dynamic evolution law, I summarize a multilevel optimal matching strategy of supply and demand, build the optimal matching model, and provide a decision-making basis for the enterprises and society. Due to traditional marriage matching algorithm mainly be used to solve stability in marriage rather than the optimal matching, in this article, I improved a new algorithm based on traditional marriage matching algorithm which named the rest optimal and N optimal algorithm. The rest optimal algorithm can realize the individual value maximization, while N optimal algorithm can ensure that all college graduates employment create the maximum social value.(3) Close to Chinese12th five-year plan for national economic and social development program, I put the employment data of enterprises in Wuhan East lake high-tech zone from2004to2008and Wuhan University State Key Laboratory of Surveying and Mapping from2006to2010as an example to do an analysis, and then associate college graduates employment and enterprise demand information with geography space and time on the basis of GIS technology, fully lay out the space and time distribution feature of the college graduates employment by employment data spatialization, highlight the potential college graduates data and implied characteristics of space and time. It provides a strong scientific method for decision-making, talented person layout optimization, the rational allocation promotion, demand forecast and human resources management. At the same time, I analyze the data from two above-mentioned examples for supply and demand matching, finally the experimental result strongly verify that the method is correct and highly effective.
