The Gate And Drink:Action Logic Of T County's Sports Department

County Government is the local decision-making Centre directly face the masses,many of the principles and policies made by the Central Government has to rely on county-level Governments to concrete implementation.The sports department at the county level is the most basic sports department in our country,and also the last level of administrative subject which implement sports policy.Working status of the county level is directly related to the implementation of national policies or not.However,for a long period,this issue got few attention.In order to get their work status and the basic logic of actions,the author came to T County's Sports Management and Service Center for field research,since April 2016.By means of observation,and questionnaire,the paper based on theory of resource dependence,theory of bureaucracy,theory of rural society and theory of practice to build the frame and the foundation of the whole dissertation.Findings:1.However,T County attach importance to economic development,a massive urbanization and development,the status of T County's Sports Management and Service Center descended remarkably,with the result of they are weak in human resources,material and financial strength.T County's Sports Center become to seek resources to others.2.In order to get rid of the unfavorable situation,the Sports Center carry out official communication work with others,Due to the high dependence on external resources,manifested in the exchanges weak position.when they turn to Superiors for help,always be given less support.The widespread use of administrative ills of written materials caused by the tube generated in the center of rejection of the formal way.Finally,the formal communication failed to meet expectations.3.T County's Sports Center was forced to adopt "semi-formal communication",as to make up the shortage of resources,and ultimately get rid of the weak position of the strategy.There are two kinds of different action logic:One is the "Gate" logic,It is based on the rational bureaucracy,with the level of resources as determinants,to clear the rules according to the official discourse and written materials as the way,to realize the objectives and cooperation.The other is the "Drink" logic,It is based on people's perception to identity as determinants of the unwritten rules as the basis.The use of "help" the meaning of ambiguous words,to communicate feelings for the purpose.These two logic seemingly contradictory,they make up the shortage of resources by combined action.4.There are deep social cause behind the "Gate" logic and the "Drink" logic.From the proximate cause,sports entertainment value provides the rational factors of digestion.The common political legacy of T County for two kinds of logic function together.From the remote,rural society and the nature of the T County Chinese bureaucracy development history,provide for the development of the "Drink" logic.The integrity of the practice structure,the system environment and the living environment determines the integrity of the dual logic based on the cocept of habitus.To establish the ideal bureaucracy in the short term,at least in the T county level is not realistic.This paper suggests that the sports management and service Center should strengthen its abilities and expand its power.the T County government should rethink institutional reform,get rid of the evil of bureaucracy,try to use modern management techniques,overcome the red-tape,strengthen the process of supervision and guidance,proper control the Drink logic,and stride forward to the overall reform of the government.
