Research On The Reform Of Financial Management In Colleges And Universities In Vietnam

In recent years,institutions of higher education worldwide has been swiftly expanding.Vietnamese institutions of higher education,as part of this trend,are consistently expanding their academic offerings and raising their levels of educational quality.As a valuable aspect of educational reform in Vietnam,financial administration of Vietnamese institutions of higher education are also undergoing vast change and advancement.Thus,ensuring the advancement,validity and standardisation of financial management of Vietnamese institutions of higher education,can both raise the effectiveness of resource allocation in said institutions and lead to the healthy growth of said institutions.Governments often emphasise the great importance of education,training and the development of scientific skills in their policies,and Vietnam is no exception.Raising quality of education on a national level is the greatest goal of the Vietnamese government.Educational institutions in Vietnam are all undergoing a process of innovation and restructuring.Starting in the sixties,Vietnamese institutions of higher education have been undergoing a process of constant revolution and growth,thus,the progress of these institutions has been relatively slow.For example,the level of training is low,that is to say,it cannot fulfill the demand for the society's rapid growth,and the internal organisation of these institutions is also inefficient.The power to make one's own decisions and the general feeling of responsibility toward society is also not very high,so,the content of training programs has also become stale,outdated and irrelevant.The main reason for the lack of positive content in Vietnamese institutions of higher education is the lack of good financial management in these institutions.The Vietnamese government is the leader of reform on this front,and is making efforts to affect change on this situation,especially on the front of the economy,the foundation and cause of societal development.Therefore,the investment put forward by the Vietnamese government toward higher education is raising each year.However,on account of limited funding,such investment is aimed primarily toward national(ie.government-founded)institutions of higher education.The budget allotted to these national institutions is also far from enough.Thus,financial management and the other activities undertaken by such institutions is deeply intertwined.In order to prevent financial mis-management and,at the same time,increase the quality of education,national institutions of higher education must manage their funds efficiently.Yet,as it stands,despite the advancement of financial management in these institutions,there are still many problems that have constricted their growth and their international competitiveness.In the past few decades,Vietnamese institutions of higher education have relied financially on relatively small amounts of funding,in the time of the market economy,the Vietnamese Department of National Development was the only source of funding for institutions of higher education in Vietnam,but have since created a plurality of sources for educational funding.In the 21st century,institutions of higher education entered the era of rapid growth,the Vietnamese government pushed the advancement of higher education,and financial management became a pivotal aspect of administration of these institutions.In order to foster the advancement of institutions of higher education in Vietnam in light of financial scarcity,financial management in Vietnamese institutions of higher education must have effective and enforceable guidelines.From the above it is clear that the need for Vietnam to establish an effective system of financial management in institutions of higher education is an urgent need that must be addressed.The title of this thesis is "A Study on the Revolution in Financial Management of Vietnamese National Institutions of Higher Education".The aim of this thesis is to examine the current situation of financial management in the Vietnamese national system of higher education,and to assess the problems evident in the structure and practice of said management system.After finding the source of these problems,this thesis uses research in modern international higher education financial management to put forward recommendations in order to improve the financial management in Vietnamese institutions of higher education.
