Under the background of China's economic development entered a new normal,promoting the popular entrepreneurship and innovation is the inevitable choice of the times.The communist party of China(CPC)report made clear that "to accelerate the construction of an innovative country","to promote the employment and entrepreneurship of young people,such as college graduates,and migrant workers in multi-channels".Higher education has become an important force to promote the knowledge economy development.How to strengthen the citizen's innovation consciousness and innovation ability from the educational aspect,to train innovative talents with innovative spirit and entrepreneurial ability as the qualified construction and reliable successors of the socialist cause,become the major issues related to the economic and social development and the prosperity and stability of the country.University students' innovation and entrepreneurship education is already mentioned as an important agenda,the Party Central Committee and the State Council pay high attention to the innovation and entrepreneurship education of universities,important arrangements have been made on it repeatedly from the 18 th national congress of Chinese communist party,and the leading comrades of the Central Party Committee have made important instructions as the basic principles for deepening the innovation and entrepreneurship education reform in colleges and universities.In the early 1990's,entrepreneurship education has been quietly emerging in some universities in our country,the Ministry of Education has issued the “The Ministry of Education's opinions on promoting the innovation and entrepreneurship education and the students' self-employment in colleges and universities” since the 2010,the State Council has issued various kinds of documents to promote the innovation and entrepreneurship education in colleges and universities spanning development.General Secretary Xi pointed out in December 2016 at the National Conference on Ideological and Political Work of Colleges and Universities that the ideological and political work should be carried through the whole process of education,this relates to the fundamental question of What kind of people to cultivate,how to cultivate them,and who we cultivate the for in colleges and universities.As an educational idea,an education system and a new education practice,the innovation and entrepreneurship education is compatible with the social-economic development,and is in line with the times,it is a new idea and mode to solve the fundamental problem of “what kind of people to cultivate and how to cultivate them” for the higher education in the new period.The innovation and entrepreneurship education and the ideological and political education are highly unified and complementary in the target,path and content.The ideological and political education is guided by Marxist theory,as a guidance to value the innovation and entrepreneurship education,the innovation and entrepreneurship education enriched the connotation and extension of the ideological and political education on research object,research content and theoretical basis,it promoted the perfection of the subject system.After more than 20 years development,there has been acertain development of the innovation and entrepreneurship education in theory and practice,but because of the influences of the subject concept is not clear,the function location is not clear,the values are not distinctive,the content system is unscientific and the teaching staff construction is irrational,the development and function of the education are seriously restricted.Through over 30 years of development,the ideological and political education has shown good momentum in theoretical research and practical exploration,especially in 2004,the Communist Party of China Central Committee issued the No.16 document which is on strengthening and improving the university students' ideological and political education,but there are also bottlenecks,such as the weak bases of the subject,the needs to be updated in education content and mode and the ineffectiveness of the education.How to solve these puzzles,which are to promote them establish coupling,linkage,integration and jointly promotion,to realize the combination among the strong ones,to establish the authority and achieve leap development from a borrowed force,to deepen reform of the education innovation and entrepreneurship in higher education,to cultivate students' comprehensive quality and core competence construction are very important theoretical and practical problems.This study is based on the new normal of economic growth of the popular entrepreneurship and innovation,and defined to solve the problems of the innovation and entrepreneurship education and the ideological and political education faced under the new situation.The connotation and interaction of the innovation and entrepreneurship education and the ideological and political education have been analyzed concretely,the study has met the new requirements for the innovation and entrepreneurship education and the ideological and political education work adapted to the current social development,and explored the relationship between the innovation and entrepreneurship education and the ideological and political education.The ideological and political education is leading the innovation and entrepreneurship education values,and grasping the future direction of it.Only with the value guidance of the ideological and political education,can we ensure that the innovation and entrepreneurship gets into the right direction of the mainstream of our society,and truly realize the ultimate goal of the national strategic deployment on promoting the innovation and entrepreneurship education.The innovation and entrepreneurship education has outstanding contribution to the subject of ideological and political education,it has become the innovative thought and mode to solve the bottleneck problems of the ideological and political education of university students.The ideological and political education is more pioneering,transcendental and dynamic after integrating into the innovation and entrepreneurship education.Under the background of the popular entrepreneurship and innovation,the mutual promotion of each other is the most effective and friendly form of education,and then the new theoretical and practical exploration can be made,the relationship system of “mutual construction” has been proposed.Under the educational system of the mutual construction,the innovative talents we have cultivated will be more consistent with the theme of the times and national requirements,they have the spirit and quality of can-do,can-dedicate,can-take on,and can-dedicate to the party and the country,they have strong ability of innovation and entrepreneurship.The system of the mutual construction between the innovation andentrepreneurship education and the ideological and political education has enriched and expanded the
