Currently, the world economy is still in the post-crisis phase, economic recovery is uneven and uncertain with complex features. China was the first to achieve a recovery, but the recovery is facing coexisting complex situation of impetus shortage, economic growth decline and economic restructuring and upgrading pressures. Macroeconomic control is in a dilemma, and policy objectives are difficult to strike a balance between maintaining growth and structural transformation.
