Adjustment Of China's Foreign Trade Strategy In Post-WTO Transitional Period

This paper studied the foreign trade strategy adjustment of our country in post-WTO transition period. The period herein refers to the time of our main industrial and commercial fields open to other countries since 2005 according to the protocol of china's entry into WTO, it will take about 8-10 years from beginning to end. During this period, our market open will enter substantive stage, the protect to some main sensitive fields will be stopped, the open pressure of the market will increase greatly compared with the first three years after china's entry into WTO. The research herein is based on this background, can the foreign trade strategy of our country adapt to such a change? If does not suit, then how to adjust?During the past 20 years, China has carrying out the strategy close to "neutral" export orientation on foreign trade development. This strategy makes important contributions to economic development of our country: have promoted the economic growth and reform; accumulated foreign exchange reserves; promoted the technological progress. However, this strategy is not perfect, especially after our country becoming the member of WTO. Current foreign trade strategy exist a lot of questions, mainly embody in: First, resources invest to promote the economic growth is not continual; Second, our foreign trade strategy lacks to key promotion mechanism of competitiveness; Third, the export based on comparative advantage labor-intensive products faces the severe challenge; Fourth, the role of import hasn't be got enough attention, and the import to promote technological progress is relatively less. The fifth, trade increases the contradiction with the external relation, the anti-dumping case rising constantly. Then in the post-WTO transitional period, how should we adjust our foreign trade strategy? In this respect, software industry development in Indian and industrial structure upgrade in South Korean have both got great success, which supplies useful reference to our future adjustment.In view of the above, we propose "the equilibrium type open foreign trade strategy based on competition advantage ". This strategy has three layers: Competition advantage, trade balance and open to outside. That is to say, our foreign trade development should be based on competition advantage and domestic market, supplement with strategic protection, create good international trading environment, and practice overall and open trade. Its essence is to pursue dynamic interests, viz. develop foreign trade in order to promote national industry and technological gradual progress, system innovation, and realize the industrialization and modernization.
