The agriculture-countryside-farmer issue, a significant ingredient in new socialism countryside construction, determines the national stability and socialism harmony undoubtedly, and has been always focused upon by the China government which has specified the reform directions each period in the NO.1 document for over 10 years, and put forward critical policies and measures to get the agriculture-countryside-farmer issue solved,. In spite of the modified emphasis by the document each year, mostly, the great importance has always been attached to the development and improvement of the agriculture produce market circulation system, because strengthening produce circulation is the key to solving the agriculture-countryside-farmer issue. Consequently, in order to expand the produce market, it is strategically important to speed up the produce circulation, rationalize the supply organization, distribute the produce-wholesale by overall planning, projecting the distribution network reasonably. Furthermore, in order to improve the agriculture-countryside-farmer situation and make better-off living conditions for peasants, it is inevitably necessary to emphasize the produce distribution supply network construction, decrease the circulation intermediate links, and reduce the logistics costs. Set in the global economy integration and marketization, the produce supply-chain organization construction and network optimization for circulation-supply have been playing a greater role in the agriculture field, therefore, a study on the design and optimization of the fresh produce(FP) will definitely matter for the circulation system and be policy-friendly for a rational network circulation layout, and a further study can mean theoretically and practically for circulation-cost reduction, network efficiency increase, and produce quality.Based on the current study, this dissertation taking into account the fresh produce supply network planning and optimization under fuzzy(uncertain) conditions, aims to build a highly-circulated supply network which can not only afford the present demands, but also be used to the future economic advances and environment impact, and above all, it can provide theoretical references for the circulation network construction among regions, and the node reconstruction programs. In summary, the main aspects studied by the dissertation are as follows:1. After a study upon the current produce features and supply models, the dissertation puts forward the fresh produce organization models in the future domestically. Furthermore, taking into account the supply characters and analyzing the network design uncertainties, for which the dissertation proposes the mathematical expression formulations, which foreshadow the uncertain supply network.2. In terms of theories and thought trains applied by the dissertation. Firstly, dependent on the Fuzzy Theory, Grey System Theory and RTOPSIS(upgrading and rebuilding),the dissertation proposes a reconstruction upgrade by evaluation-decision methods for whole-sale markets. Secondly, with the help of the triangular fuzzy language evaluation level, the expert assessment level will be extended from 7 to 28 by taking into account the thought span. In the end, the dissertation introduces the improved TOPSIS, which structures the relative closeness coefficient by combing the distance and the grey relation grade, and makes an evaluation on the existed nodes and the invested-built ones(location selection).3. Quantitatively, a study on the fresh produce supply chain network design issues under uncertain environment is made, specifically, it introduces the Coverage-maximization Theory into the produce supply chain design, with whose help the network nodes service-flat coverage is transformed into the service-time coverage by considering the vehicle speed. Methodologically, the customer satisfaction function, whose variation is service-time, considering the service flows further, comes into being, after that, the model, under uncertain environment, with an eye to overall supply-chain cost minimization and overall service satisfaction-degree maximization which negate mutually, design the produce supply network, in company with sensitivity experiment of supply-chain operation costs, customer satisfaction, and an analysis between them.4. Afterwards, a research on the fresh produce supply chain network design under a fuzzy environment, by combining the qualitative description and the quantitative calculation, is conducted, which aims to maximize the customer satisfaction, minimize the overall supply-chain costs, and weigh the facility location selection most rationally among nodes. Strategically, the main elements include the manufacturing locating, the logistics locating, the dispatching locating for consumption, capacity limits of the network nodes, flow distributions between the supply-chain upstream and its downstream, the choice-decision of FP supply sources, and the key customer markets, the upstream supplier. The author, by combing the qualitative and quantitative methods, different from quantifying the produce supply-chain network design, think the location factors of network node more thoroughly and practically,and the example experiments will have verified the algorithm and models' feasibility.5. Apart from the modified methods applied, the dissertation, taking into consideration the fresh produce circulation damage, the competition for resource occupation among supply-chains, and competition among enterprises in one single market, is redesigned by quadratic programming to maximize supply chain operation profit, and quantify the competition. Furthermore, The produce supply can be arranged and organized reasonably in view of supply-demand balance, with whose help the routes of logistics-node choices (constructions) and logistics-corridor choices will be specified, which provides the network design proposal to maximizes the profits of FP enterprises.
