Decoupling Water Consumption And Environmental Impact On China's Textile Industrial Economic Growth

The textile industry‘s economic development is facing the dual water related problems in large consumption and heavy pollution.Here decoupling emerges as an inevitable choice to break down the coupling relation between economic growth and environmental hazards,which meets the basic requirement of implementing green economic development in textile industry.To transcend the situation of resource environment and economic growth from "dilemma" to the "win-win" is of great importance to optimize ecological economy system with the limited growth mode.The research first defines the connotation,target,path and method of water decoupling based on the theory of environmental mountain,decoupling theory and water footprint theory.The research also divides the "water decoupling" into three stages: the consumption decoupling,the pollution decoupling and the water resource environment dual decoupling.Then it optimizes the dual decoupling model innovatively and builds the complete decoupling analysis system of "consumption decoupling,pollution decoupling and dual decoupling".Finally the study analyses the causes of water decoupling by applying the analysis framework of "Pressure-State-Response"(PSR).(1)From the view of the water consumption decoupling,the study measures the changes of water resources intensity and productivity,analyzes the dynamic evolution and causes of water consumption decoupling of textile industry along with its three sub-sectors(Manufacture of Textile,Manufacture of Textile Wearing Apparel,Footwear,and Caps and Manufacture of Chemical Fibers).The research analyzes the driving factors that limit the sustainable development of textile industry and its three sub-sectors‘ water consumption during 2001-2014 by applying the Laspeyres decomposition method.Besides the reducing effect and rebound effect are further analyzed.(2)From the view of water pollution decoupling,the study analyzes the changing patterns of water pollution emission intensity.It is shown that COD emission decoupling is better than that of waste water discharge.And that‘s why the study discusses the driving factors of the waste water discharge of China's textile industry and its three sub-sectors.Then the study analyzes systematically about China‘s domestic textile industry‘s reducing effect and rebound effect from 2001 to 2014 by means of the logarithmic mean divisia index method(LMDI).(3)From the perspective of the water resource environment(water footprint)dual decoupling,the study firstly explains the change of blue water footprint,gray water footprint and water footprint intensity.At the same time it uses the dual decoupling model to make comparisons between the water resource environment dual decoupling and the single water consumption decoupling or the single water pollution decoupling.Besides the study analyzes the driving factors,reducing and rebound effect of water footprint based on LMDI model by using textile industry‘s data from 2001-2014.The innovative points of this study are as follows:(1)Building a comprehensive analysis framework of "water consumption decoupling,water pollution decoupling,and water resource environment dual decoupling".According to the characteristics of water quantity and quality,the study takes the resource,environment and economy into the growth mode of the limited resource environment system and defines the concepts of water consumption decoupling,water pollution decoupling,and water resource environment dual decoupling,which means the decline of water consumption in economic growth,the reduction of water pollution in economic growth,and the dual optimization of water resource and environment in economic growth.With the goal of coordinated optimization,this study provides references for the optimization of water problem in China's textile industry.By reducing substance,it can be realized the path from the "dilemma" to the "win-win".(2)Water resource environment dual decoupling,which is more effective than single decoupling,is the theoretical basis for water management to realize the systematic reform.Water resource environment dual decoupling model is set up to analyze the decoupling problem between water resource consumption and water environment pollution based on the water footprint theory.From the prospects of interval year and the index of decoupling,water resource environment dual decoupling is more effective than single consumption decoupling or single pollution decoupling of water.Technically,it needs a synthetic frame system to think of the industrial water resource management and environmental governance issues.To break the "Kowloon water conservancy" pattern in our country,it is more significant to construct systematized water-saving and decontamination concept than solely emphasis on water-saving management or water pollution management.(3)The water problem in the economic growth of textile industry has a rebound effect.According to the energy rebound effect,this study proposes the hypothesis of rebound effect of water resource,water environment,and water resource environment.It can be found that technological progress reduces the substance in textile industry‘s water resource,water environment,and water resource environment,but also results in a series of chain reaction,such as the growing economic scale,changing industrial structure and growing water demand,which mean the load of water resource environment,is not reduced but increased.However,there is no substitute for water in nature,which gives warning and new challenges to the water consumption and water pollution in industrial economic growth.The water decoupling is a significant way to solve the water crisis which the textile industry‘s economic growth has been facing for a long time.The study also proposes some specific measures to promote the green development of textile industry such as building Green Park,producing green products,optimizing green supply chain and innovating green management etc.The realization of water decoupling and its further implementation measures will take an active and directive function for the practice of water decoupling optimization for China's textile industry and other industries related to high water consumption and high emissions.
