Economic Analysis Of Water Rights Prices

With the development of economy and the increasing of population, the shorting of water resources has been the bottle-neck factor that restricts the sustainable development of human society. China also faces the problem of water shorting. Besides, anther problem in crisis of water resources is the low efficiency of water resources management, the traditional way of water resources management that based on supply-management can't adapt to the demand of market economy development. It can't resolve the problem of water resources shorting in the situation of gross water resources shorting.This paper tries to analyze the intension of water right price through the analyses of the demand of water resources, the balance between demand and supply of water resources and the research of water right system, which are based on the condition of water resources and its carrying capacity and contribution to the development of society and economy. It named the water right as the price of any term or several terms of water rights in broad sense. But our research only studies the price that pays for the using right of water resources, because actually the transaction of water resources is the transaction of using right. Comparing to the price of general commodities, the water right price distinguishes from them in the represent of value, the foundation that decides the price and the mechanism that the price forms. The water right price is the same to the traditional water price in the goal of society and economy, the mechanism that they form, the factors that influence them and the principles they established. Besides, the two are different from each other in the content their value represent, and the way they are decided. The water right price is formed based on the payed-using system of water resources and the tradable system of water right. The factors that influence the water right price are the nature factor, the social and economic factor and the engineering factor, and different factors have different degree effect. To confirm the water right price should insist the principles of sustainable, efficiency, beneficial, compensational, endurable and regional. The market of water right can be shaped to three degrees market according to the portrait movement of the transition of water right.
