Dilemma, Game And Mechanism

In the international community under state of anarchy,global governance of climate change has been an issue and conundrum to the international community and China.The existing governance mechanism,whether the United Nations Framework Convention on Climate Change(UNFCCC)or Kyoto Protocol and their follow-up bargaining agreements cannot either constraint or incent the emission effectively.On the basis of neo-liberalism,by using mechanism design theory,this study tries to find out such a mechanism that could reach the individual goals and overall goals at the same time.The process of find this mechanism is divided into two steps,the first step is to find out the Nash equilibrium solution for carbon emissions of each state on the capacity target of carbon dioxide in the case of temperature increasing below 2℃;The second step is to design an incentive mechanism to encourage all the countries to participate global governance actively on the Nash equilibrium.The study suggests that the current problems of climate change and global governance mechanism contradictions of climate change is mainly due to the insufficient understanding of the importance and urgency of global governance,the limited current level and high cost of emissions reduction technology,and the issue of reasonable incentive mechanism design.Therefore,to solve these problems,it is needed to strengthen the importance of global governance of climate change,as well as to fully consider the interests of all countries and to design a more equitable global governance mechanism of climate change.Meanwhile,it is recommended that the incentives and constraints of the mechanism should be brought into full play to the states of international community,and the development and promotion of low-carbon technologies should be accelerated.As for the existing global governance mechanism of climate change,some aspects are needed to be improved,such as the calculation of total amount and he present value of total carbon emissions,unified world carbon market issues,how the weaker countries to expand the right to speak,per capita carbon emission right issue and international community political interference problems and etc..The inequality of status of various states in global climate governance,the complexity of interaction of domestic and international politics in each country,the lag of global governance climate change will have a real impact on global governance.The establishment and promotion of global governance mechanism of short-term climate change will not work easily,while the long-term may be able to be solved possibly.Meanwhile,both of the interest conflict and cooperation will be strengthened during the global governance of climate change,The study is divided into seven parts:Chapter I is the introduction,including the purpose,significance and innovation of the study,the review of the literature and theory introduction of global governance mechanism design;Chapter Ⅱ focuses on the necessity,urgency and feasibility of the global governance of climate change;Chapter III is the mechanism design for global climate governance;Chapter IV analyzes the interest appeals and policy motivations in climate global governance;Chapter V elaborates the interest wrestling and differentiation in the global climate governance;Chapter VI analyzes the mechanism design theory(contradictions and problems)of the current global climate governance mechanism;Chapter VII is the conclusions and future study.
