At present,the global temperature rise has exceeded 1℃,the threat of extreme weather events has intensified,and climate risks are becoming more and more severe.ASEAN,as a regional integration organization,aims to effectively safeguard the various interests of countries in the region and play a governance role.With the transmutation of the main body of global climate governance after the Paris Agreement,the role of sub-national actors has become increasingly prominent,and ASEAN’s capacity and responsibility in climate governance has never been higher.This paper examines the development of ASEAN’s climate governance mechanisms and related initiatives in the context of the increased importance of governance based on a multi-layered governance perspective.This paper finds that the initiatives of ASEAN’s multi-layered climate governance have four levels:authorized governance,service governance,operational governance,and coordinated governance;the dilemmas of ASEAN’s multi-layered climate governance include the lack of institutionalization,the huge gap in financial needs,the lack of sufficient governance participants,and the limited level of climate change research;based on these studies,this paper proposes the development of ASEAN’s climate governance under multi-layered governance.Specifically,the paper proposes the following recommendations for the development of ASEAN climate governance under multi-layered governance: formulate scientific planning to enhance governance independence,pay attention to financial management to enhance governance independence,develop symbiotic cognition to promote public-private cooperation,and strengthen the construction of knowledge and technology to enhance comprehensive governance capacity,and proposes cooperation recommendations for China’s participation in ASEAN multi-layered climate governance,specifically,improve the China-ASEAN climate cooperation mechanism and strengthen bilateral exchanges;coordinate cooperation in key areas and strengthen the concept of symbiosis;rely on This paper proposes suggestions for China’s participation in ASEAN’s multi-layered climate governance,specifically improving the China-ASEAN climate cooperation mechanism and strengthening bilateral exchanges;coordinating cooperation in key areas and strengthening the concept of coexistence;and relying on multilateral cooperation and deepening mutual trust.This study is conducive to provide ASEAN with a new way of analysis in terms of achieving its governance goals set out in the Community Blueprint 2025,expand the practical framework of ASEAN in governance arrangements,look into the future development trend of ASEAN’s participation in global climate governance,and provide some inspiration for China’s participation in climate governance in Southeast Asia. |
