To protect,restore and promote the terrestrial ecosystems and forests management of sustainable use,combat desertification,halt and reverse land degradation and curb the loss of biodiversity have always been the important goals of sustainable development consistently for all countries.It can be seen from the relevant sustainable development reports of domestic and overseas that both developed and developing countries have always paid some attention to sustainable development study,especially the policy orientation of regional sustainable development.As a sustainable development an important part,sustainable land use research cannot be ignored in the process.In the face of the rapid development of urbanization,how to in the form of a precise quantitative and comprehensive system to evaluate sustainable utilization of different regions of different land types,understand the different regional economic,social and ecological sustainability and then make corresponding management policy,it is worth to study further.Based on the clear goals and significance of the research,the paper arrange and summarize the research all the related to sustainable land use and land resource value accounting,understand the development trend of related research in recent years and update situation of technical methods,involved in later chapters related concepts and basic theory research are described in detail;secondly,based on the land classification of the three categories,the land classification in the study area is reconstructed.Combining the land situation and available data of Wuhan City which are sorted out and analyzed,the economic,social and ecological value accounting contents of each category of land are analyzed in detail;thirdly,Using the calculation model BOSSEL(Basic class orientation indicators)which is referenced to evaluate the sustainable utilization of water resources to calculate,by reference to social and economic level standards domestic and overseas and various of the ecological index value of the maximum and minimum average as the standard of grading in recent years of Wuhan City,combined with the comprehensive evaluation method to obtain the economic,social and ecological sustainable land use evaluation subsystem of the comprehensive index value;based on the theory of system development coordination,using the comprehensive evaluation to get the numerical calculation and impartiality for theresult of the resource value accounting and the coordination of sustainable land use,finally,the combination of developing comprehensive index measure can be used to combine the results of three kinds of sustainable land use status in 2016 of Wuhan to make reasonable and scientific evaluation,in order to further analyze and put forward the corresponding land use strategy and guarantee mechanism and policy recommendations.The main research conclusions of this paper are as follows:(1)Construct the evaluation and analysis framework of land sustainable use based on resource value accounting.Combining with the domestic and foreign social standard of land resources in Wuhan economic and ecological value of accounting development index value and resource value,and basic types of directional index model based on the three aspects of economic,social and ecological sustainable land use development were analyzed,and combined with the specific analyzing framework for system coordination degree calculation and fair evaluation model was improved,using the development of comprehensive index measure will develop trend of the numerical results,the result of system coordination degree,equity evaluation comprehensively,eventually land sustainable utilization evaluation in Wuhan City based on the resource value accounting as a result,This method provides a new way of thinking for the selection of land sustainable use evaluation system in the future.(2)Evaluation of Wuhan's land sustainable use based on agricultural land value accountingFrom agricultural economy sustainable utilization evaluation in Wuhan City,far to the Dongxihu,Xinzhou district and the city are weak sustainability,Caidian district,and in the level of sustainability is Huangpi district sustainable,Jiangxia district economic sustainability,the highest for the completely sustainable,the main reason for things to the lakes and the farmland area is shrinking fast,now two administrative region of the social and economic development also gradually deviate from the first industry focus on the second and the third industry;and Caidian district,Jiangxia district,Huangpi district and Xinzhou district,especially the agricultural products of Jiangxia district is still the main agricultural development area of Wuhan;from the point of ecological sustainable utilization,far from the city more than basic belongs to the weak sustainable level,including Jiangxia district,Huangpi district,and in Xinzhou district level reached a sustainable,the main reason for Jiangxia district,Huangpi district and Xinzhou district of agricultural land area accounted for the proportion of Wuhan City is bigger,its ecological sustainable utilization value is higher than in the city center,and ecological sustainability of dongxihu farm for the weak sustainable,the main reason lies in the area in recent years has gradually to the trend of secondary and tertiary industries to achieve rapid economic development,so the first industry related agricultural development.(3)Evaluation of Wuhan's land sustainable use based on the value accounting of construction landFrom Wuhan City construction land sustainable economic evaluation,in Wuhan City center of seven administrative regions in economic sustainability are sustainable,several administrative region in recent years the land deals are of great benefits,far higher than other two kinds of land revenue,and far from the city a few administrative region also rely on the development of the second and the third industry to speed up production,improve the efficiency of production,their level of economic sustainability are in sustainable;in terms of the level of social sustainable use of construction land,the social sustainability of the central urban area of Wuhan is subordinate to the level of sustainable use,while the level of social sustainable use of the far urban area is also in the middle sustainable level.From Wuhan City construction land ecological sustainability,central city except for unsustainable Hanyang,Qingshan district,including all administrative region of suburb,their level of sustainability are weak sustainable,the main reason lies in Hanyang and Qingshan district is the second industry development,especially the administrative region of heavy industry as the leading industry,ecological sustainability is lower compared with several other administrative region and pollution emissions are higher than other several administrative region,the ecological environment to a certain extent affected.(4)Countermeasures and Suggestions for the future development of Wuhan's land sustainable useAfter obtaining the evaluation results of Wuhan's land sustainable use based on resource value accounting,this paper puts forward reasonable Suggestions on Wuhan's economic,social and ecological sustainable development from the perspectives of agricultural land,construction land and unused land.
