Decision making is the process of ranking the alternatives and selecting an optimal scheme among a set of alternatives with respect to a list of attribute value.As the increasing complexity of the decision making problems in real life,how to make scientific decisions accurately is a key problem faced by every manager and decision maker,which involves information expression,information fusion,and information decision making.This paper investigates q-rung orthopair fuzzy multi-attribute decision-making method based on the “information aggregation operator” and the preference ranking organization method for enrichment evaluations.Then,we apply these methods to support hierarchical medical treatment system in China.The main works of this paper are as follows:(1)Multi-attribute decision-making method based on point aggregation operators under q-rung orthopair fuzzy environment are investigated.A new class of point weighted aggregation operators are proposed to apply to MADM problems with q-rung orthopair fuzzy information.The new method can control the uncertainty of valuating data from some experts and thus get intensive information in the process of decision making.Then,we apply the proposed methods to classify the different degrees of lung diseases in assisting hierarchical medical treatment system in China.On the other hand,we proposed q-rung orthopair fuzzy Frank power point aggregation operators by combining Frank operational laws and PPA operators.Then,based on proposed aggregation operators,we developed a framework to the MADM problem under q-rung orthopair fuzzy environment.The proposed method not only can get more objective result from the original one and give in effect results that are consistent with the essence of q-ROFS,but also avoid the influence of unduly high or low attribute values on the decision result.Finally,we apply the proposed methods to evaluate the proformance of hierarchical diagnosis and treatment of the new rural cooperative medical system.(2)Multi-attribute decision-making method with the interrelationships among attributes based on the aggregation operators under q-rung orthopair fuzzy environment are investigated.To captur the interrelationship among attributes,a novel multi-attribute group decision making(MAGDM)framework based on q-rung orthopair fuzzy interaction HM(q-ROFIHM)and q-rung orthopair fuzzy interaction weighted HM(q-ROFIWHM)operators are introduced.Compared with existing methods,the major advantage of the proposed MAGDM approach is it can not only consider the interrelationships among multi-input arguments,but also avoid the unreasonable effect on ranking result when the membership or non-membership value of some alternatives are zero.On the other hand,by combining HM operators with power point operators,q-rung orthopair fuzzy interaction power point Hamy mean operators are introduced to solve MAGDM problem.The new MAGDM methods not only can avoid the influence of unreasonable attribute values on the decision result,but also consider the interrelationships among multi-input arguments,making it arrive at a decision based more than just on the original information.Finally,we apply the novel approach to assess the hierarchical diagnosis and treatment proposals in China.This result shows the proposed MAGDM method is valuable for government to enhance the hierarchical diagnosis and treatment policy development in China.The experimental results also show that the proposed method outperforms some existing methods.(3)Multiple attribute decision making based on q-rung orthopair fuzzy uncertain linguistic information is investigated.Q-rung orthopair fuzzy uncertain linguistic set(q-ROULS)originally presents in this section.Then algebraic operational laws and Schweizer-Sklar operational rules,expected functions and accuracy functions of q-rung orthopair uncertain linguistic variables(q-ROULVs)are also defined.Considering the correlation between q-ROULVs,a family of q-rung orthopair fuzzy uncertain linguistic Choquet integral operators and q-rung orthopair fuzzy uncertain linguistic Schweizer-Sklar Hamy mean aggregation operators are proposed to aggregate q-rung orthopair uncertain linguistic information.Further,a novel MADM technique is presented based on the two proposed aggregation operators.The developed MADM method with q-rung orthopair uncertain linguistic information enriches fuzzy decision-making theory and provides a new way for decision makers under uncertain linguistic environment.(4)A PROMETHEE-based approach to multi-criteria decision-making problemsA nonlinear programming model based on cross entropy of q-ROFNs is proposed to obtain the objective weight vector,and q-rung orthopair fuzzy best-worst method is proposed to obtain the subjective weight vector.Then,a novel PROMETHEE ? approach to MADM problems with unknown weight information under q-rung orthopair fuzzy environment are given.The proposed method,named as q-rung orthopair fuzzy PROMETHEE ?(q-ROF-PROMETHEE),not only retains the advantages of the traditional PROMEHTEE ? method,but also considers the correlation among attributes.On the other hand,the new method also can comprehensively consider the subjective and objective preferences of decision makers.Finally,the novel approach is applied to the hospital performance evaluation.The results of this paper can further enrich the theory of fuzzy multi-attribute decision making.It can be applied to to the fields of performance evaluation,medical diagnosis,and so on.
