With the increasingly complexity and change of decision-making environment and problems,the fuzziness of human cognition and limited knowledge,decision makers are often difficult to provide accurate decision-making information.The traditional multi-attribute group decision-making problem has gradually turned into the uncertain multi-attribute group decision-making problem due to the more fuzzy and uncertain information.As an extension of simple fuzzy set,neutrosophic set can express the decision-makers fuzzy preference information more delicately,so reduce decision-making risk can be reduced and decision-making quality can be improved.Therefore,it is of great significance to research the uncertain multi-attribute group decision-making method?This dissertation abstracts the specific issues from the scene of the government to purchase home care service of supplier selection,based on the neutrosophic set theory,research on the uncertain multi-attribute group decision-making method from the perspective of information aggregation and group consensus.The main work of this paper is as follows:(1)For the problem of information aggregation in the process of uncertain multi-attribute group decision-making,a method considering the correlation and integrity is proposed.First of all,several kinds of single valued neutrosophic power Heronian aggregation operators are defined,and their theorems and properties are discussed.This kind of operators can consider the correlation and the integrity of data,which can effectively reduce the influence caused by the correlation and unreasonable information,and obtain more reasonable decision results.Then,the uncertain multi-attribute group decision-making method is proposed based on the single valued neutrosophic power Heronian aggregation operator.In order to illustrates the steps of the method in detail,this paper takes the suppliers selection of home care services purchased by the government as an example,compares the proposed mothed with the existing methods,and proves the reliability and superiority of the proposed method.(2)For the uncertain multi-attribute group decision-making problem which needs to consider the group consensus in the group decision-making process,the proposed information aggregation operator based method is proposed,which takes the group consensus into consideration.First of all,the method to measure the degree of consistency is given;then,the strategy to achieve consensus is proposed,which includes three steps: inconsistent expert identification,inconsistent alternatives identification and interaction process;then,considered the linkage change of expert decision information and expert weight,the method to determine and adjust expert weight is proposed.At the same time,based on the proposed information aggregation operator in this paper,an uncertain multi-attribute group decision-making method based on consensus reaching strategy and expert weight adjustment is proposed.This method can effectively improve the quality of decision-making by considering the linkage change of expert decision-making information and expert weight while meeting the requirements of group consensus,and through an example to prove the effectiveness and practicability of the proposed method.
