Mineral resources are important material basis for economic and social development.They have some natural properties,such as covered,non-renewable,immobile buried and detrimental for environment.They also have some social attributes,such as the state-owned,enterprise management,large interests,special technology requirements for exploration.The mineral interests affect everyone's nerves.In recent years,the interest allocation usually causes contradiction between the mine-related groups.Some even turned into conflict.Therefore,a fair and reasonable interest allocation in mineral resources development is important for enhancing the exploration enthusiasm of resources investment to achieve a harmonious and stable development in the mine area.In this paper,the interests of mineral exploration were taken as the research object.Through combing theoretical with empirical analysis,combing qualitative with quantitative analysis,and introducing the interests,stakeholders,game and conflict management theory,as well as the literature analysis,comparative analysis and other methods,the main characteristics,the existing problems and the causes of the problem for interests allocation between the mineral exploration and the mineral owner were studied.Based on analysis of management system and analysis of the interest allocations between stakeholders and mineral exploration,the complex game relationship was established and the game model was developed.The quantitative description of interest allocation in mineral exploitation was modeled by Shapley-value method and Nash negotiation theory.Finally,the Jinfeng gold mine in Guizhou Province was taken as an example to analyze the interest allocation between the government,enterprises,and residents in the mining area.The interest allocation were calculated between them using Shapley-value game theory.The Shapley-value method was confirmed as feasibility by using it to solve interests allocation conflict during the resource exploration.The traditional Shapley-value method was improved to get an optimized interests allocation between participants by simultaneously introducing investment,risk and other factors,which achieve the Pareto optimization in allocation interests for resources exploration.In this paper,a new balance mechanism for the development of mineral resources was proposed from the qualitative descriptions and some reasonable suggestions for the reform of interest allocation were provided.The Shapley-value method was proved to be effective in solving the conflict of interest allocation during the mineral resources exploration.The modified Shapley-value method was further proved to be more accurate and reasonable in solving this problem.The results provided a new way to quantify and optimize the interest allocation between resources exploration,which further enrich and deepen the theory and methods for resource management and economics.This work would be an attribution to the theoretical analysis and operational management for mineral exploration.
