China Government Control Of Tobacco Industry Research

Tobacco belongs to special commodity,compared with other general merchandise,and the government implements more stringent controls on tobacco.Effective control of the controls on the tobacco industry in China has experienced from the planned economy completely control the process of transition to a market economy,and only when the tobacco industry can efficiently allocate resources and competitiveness rises to a certain stage,the government can gradually deregulate.The control must undergo the process to gradually relax-the process of canceling control.Tobacco monopoly system from regulated perspective and its change are in order to confront WTO and this background of economic globalization as well as the reality of the global anti-smoking and tobacco control movement.However,The monopoly system’ s changes not only is integrity with manifold the national tobacco industry system associated with the same international region and they mutually evolve and go forward,but also it mutually affects and evolve with countries’ tobacco industry system of extra-regions.In critical period of transition of market economy system,the tobacco monopoly system as a primary national economic system,it has made a significant contribution to national economic construction.Planned economic system under the monopoly system and the tobacco purchasing under the market economic system are incompatible with each other.Whether the purchasing of tobacco leave under Monopoly system harms the interests of the farmers,and the license to operate under the monopoly system harms the interests of business operators and whether the tobacco monopoly system is efficient,which are a series of problems,are the fundamental of the research.And we take the costs and benefits of the system as a whole into consideration.From the system level to study tobacco monopoly,is a study of the national monopoly;to study the reform of the tobacco monopoly system,is to study the path and program that countries gradually withdraw from completely dominated areas:the transition of the state monopoly system to a market system.Chinese tobacco industry is in the process of transition from the monopoly to the canceling monopoly.China’s tobacco industry does not have the strength and capacity to compete with foreign tobacco giants so that after it joins in the WTO and still insist on reserving the tobacco monopoly system,the main purpose is to support the underdeveloped Chinese tobacco industry and enhance the overall competitiveness of China’s tobacco industry by hoping to resort to specialty of the system and through carrying out the reform of planed and fiscal and tax system of the contemporary tobacco industry.Tobacco monopoly system is still the basic system of choice for the development of China’s tobacco industry in the short term.Once the mentioned objectives achieved,the monopoly system there is no necessary to exist,and to call off having an exclusive right to sell and to carry out monopoly,which is also policy’ s orientation of the reform of tobacco monopoly after china participates in the WTO.Through nine chapters,this paper intends to sort out the related materials and mainly focus on the reformational problems of the monopoly system of tobacco,by combining both empirical and literature research methods.Under the current model of monopoly system,it is necessary to completely carry out the decisions and arrangements of the CPC Central Committee and the State Council,accelerate structural adjustment and the change of development model,focus more on improving the quality and efficiency of development,concentrate on the construction of quality,focus on the fundamental management,pay much attention to the tobacco control compliance,promote the sustained and healthy development of the industry,and comprehensively promote the cigarette level.At the same time,we must highly recognize the importance of energy conservation and emission reduction and should actively fulfill their social responsibility,putting the energy conservation in the most important position and exploring new ideas to promote the tobacco industry,energy conservation,new initiatives and efforts to build a resource-saving and environment-friendly industry.It also objectively,comprehensive and scientifically analyze the various factors which cause the low competitiveness level of the tobacco industry in China and focus on the reform from the perspective of the monopoly system and the key support to enhance the core competitiveness of the tobacco industry,which is of theoretical and practical significance.If the tobacco monopoly system is reformed,we must re-adjust the distribution of benefits of the industry chain,including government fiscal income,the smoke income of farmers,the income of tobacco retailers and smokers spending.From the perspective of monopoly to enhance the tobacco industry competitiveness,how to strengthen the operational efficiency of the tobacco monopoly system through the reforms,to improve the economic efficiency of the tobacco industry,to concentrate on the efforts of reducing the welfare reform various stakeholders damage,and to maintain the stability of the harmonious society,these are the practical significance of the present study.
