Coal resources and water resources are precious natural resources and important strategic resources to a country,which act as key roles safeguarding national security and supporting the economy and society development.For the given time,coal will still be the most important energy resources in China.However,large-scale exploitation of coal resources will destroy the environment,especially the water environment.Water resources in coal mining areas also have an important impact on coal mining activities.In current academic research,water resources and coal resources are contradictory.In the energy environment policy areas,the core of research is the environmental damage caused by the exploitation and utilization of coal resources,including the water pollution and damage.In the coal mining engineering and security engineering areas,the core of research are the harm and destruction caused by flood water damage to coal resource safe and efficient mining.At present social cognition level,academic research level and engineering practice level,for the understanding of coal resource exploitation and water resource ecological environment protection,it is considered that the two are antagonistic and contradictory.In this paper,from the research view of public policy,research emphasis is no longer the mechanism of destruction and environment pollution caused by coal mining,or the engineering technology of flood prevention and control of water disasters during coal mining.Health assessment of coal resource mining system and water resource ecosystem and the synergistic relationship between the two systems are researched on the basis of safe and efficient mining of coal resources and protection of water resources.Basing on existing research,in combination with China's coal resource exploitation and water resources ecological protection status quo,mainly employing the theory of systematics and synergetics,the health evaluating systems of coal resource mining system and water resource ecosystem are built,and the theory of "coal-water resources synergy" is proposed and constructed.The main coal resource production area,also one of the regions with the least water resources in China,the Inner Mongolia region,is selected as a case for studying.Based on the theoretical analysis and case study,the mechanism and synergistic path of coal-water resource synergy are analyzed.(1)The concept of coal resource mining system's health and water resource ecosystem's health are defined.The characteristics and related effects of two natural resource systems are analyzed.(2)Based on the health evolution of social system and natural system,the water resources ecosystem health evaluating system and coal resouces mining system health evaluating system are built.In the case analysis,the health degree of the two systems is measured and the change process is analyzed.(3)The synergy theory of coal resource mining system and water resource ecosystem is established.The concept of "coal-water resources synergy" is defined.The characteristics of coal resources-water resources synergy are analyzed.The model of synergy degree of coal resource mining system and water resource ecosystem is established.The Inner Mongolia region is selected for case analysis.(4)Based on the theory of "co-integration test" in econometrics and the theory of "economic correlation strength" in econometric economic research,the long-term co-integration status between the coal resource mining system and the water resources ecosystem is tested.Based on the synergy theory,the calculation model of coal resources and water resources correlation strength is constructed.Also,the Inner Mongolia region is selected for case analysis.(5)The co-evolution process of coal-water resources is analyzed and the collaborative evolution of the optimal system is analyzed.Employing the data of coal mining and water resource ecosystem in Inner Mongolia,a case study is carried out.(6)Through the method of bibliometric analysis and field research,the water consumption of coal industry in Inner Mongolia is calculated under different conditions.In the realistic scenario of the Inner Mongolia region in 2016 and the planning scenario in 2020,the total water consumption of the coal industry in the region is calculated respectively.The results show that,according to literature 1 and 2,the water demand of the coal mining industry in the region will be far from satisfied by 2020.(7)By sorting out the relevant laws and regulations,industry norms and technical standards of coal resource mining and water resource ecological environment protection in China,some policy suggestions on improving the health level and synergy level of coal resource mining system and water resource ecosystem are put forward,which provide policy reference for government departments.Finally,in this paper,the core connotation and idea of co-development and protection of coal resources and water resources includ:a.Equality of natural resources.Coal resources and water resources are precious natural resources and should be treated as equals.It is not that coal resources destroy the ecological environment of water resources or the water resources endanger coal resource exploitation,but the disorder and chaos of coal mining system may lead to the destruction of the ecological environment of water resources,and the disorder and chaos of the water resources ecosystem can also harm coal mining activities.b.The resource endowment of symbiosis.Most of the coal resources in China are in the underground geological structure,which is in the underground rock strata.In general,there are water resources,including groundwater and surface water.Even some of the coal mines locate under the lakes and oceans.c.Cooperative exploitation and protection.Innovation from concept and technology should be conducted to change the coal resource mining destroying water resources ecosystem and flood water damaging coal resource mining system status quo.This includes water resources protection and joint development in the process of coal mining,and the development planning and technological innovation of coal resources under the perspective of water resources protection.Above,"coal-water resources synergy theory" can provide theoretical basis and policy reference for the sustainable exploitation of coal resources and ecological environmental protection of water resources in China.It enriches the application of synergy theory in the field of resource collaboration.
